Position: Cisco CUCM / VoIP Architect
Location: DC(Local to DMV) Onsite / Hybrid (based on program requirements)
Duration: 12 months
Travel: Up to 20 30% for remote detachment support
Position Overview
We are seeking a highly skilled Cisco CUCM / VoIP Architect to lead the architecture configuration and deployment of Cisco Unified Communications solutions across distributed and mission-critical environments.
The Architect will serve as the technical lead for VoIP modernization efforts including legacy system migration secure deployment planning implementation oversight and compliance with DoD and federal technical standards.
This position requires deep technical expertise in Cisco CUCM VoIP engineering Session Border Control PSTN integration and large-scale multi-site deployments.
Key Responsibilities:
1. Architecture Configuration & Planning:
Lead the enterprise architecture configuration and engineering of Cisco CUCM-based VoIP systems across headquarters and remote detachments.
Analyze and document the existing legacy VoIP ISDN analog network and digital telephony systems within a two-week discovery window from contract start.
Design a new VoIP architecture capable of supporting secure scalable and interoperable communication across 100 buildings and geographically distributed sites.
Develop configuration standards for:
o Cisco CUCM
o Cisco Unity Connection
o Gateways SBCs and PSTN trunks
o Cisco Jabber/Webex endpoints
o Call routing dial plans and numbering plans
Architect integration between the VoIP system and commercial off-the-shelf components including servers switches encryption devices and telephony hardware.
Plan for integration of analog secure phones network devices and digital systems into the modernized VoIP platform.
Provide engineering recommendations to address complex site-specific VoIP challenges-including underground hardened classified or limited-connectivity locations.
2. Migration & Implementation Strategy:
Develop structured processes for:
VOIP endpoint provisioning
Phone allocation and migration
Line assignment call manager functionality enablement
Gateway configuration and dial plan transition
Ensure minimal operational impact during system deployment across active mission environments.
Create phased migration plans for transitioning from legacy platforms to Cisco Unified Communications.
Coordinate interfacing and cutover operations upon contract award and meet required deployment timelines.
Oversee testing validation and troubleshooting during deployment and pilot program revisions.
3. Deployment Oversight
Direct deployment activities to ensure least mission disruption including installations outside of normal business hours.
Provide deployment support for:
Remote and sensitive locations
SCIFs and controlled access sites
Sites with degraded or limited network infrastructure
Recommend and document cabling physical connectivity and network readiness upgrades required for VoIP success.
Support VoIP device configuration including:
IP phones
Headsets
Gateways
Analog adapters
Teleconference and paging systems
4. Security Compliance & Risk Management
Ensure all VoIP deployments meet DoD cybersecurity requirements and Security Technical Implementation Guide (STIG) compliance.
Implement controls to protect VoIP systems from unauthorized access disclosure and misuse.
Identify compliance risks and work with government stakeholders to mitigate gaps in real time.
Support documentation for audit readiness certifications and system accreditation.
5. Stakeholder Collaboration & Documentation
Serve as the senior technical interface between engineering teams government leadership operations staff and vendors.
Provide clear tracking reporting and updates across all configuration and deployment activities.
Deliver high-quality engineering documentation including:
As-is and to-be architecture
Migration plans
Cutover procedures
Test plans and validation reports
Risk and issue logs
Train and mentor operational teams to ensure ongoing system sustainment.
Required Qualifications:
Bachelors degree in IT Engineering or equivalent experience.
7 years hands-on experience with Cisco Unified Communications (CUCM Unity IM&P).
Strong expertise in:
VoIP engineering and SIP call control
Cisco gateways SBCs PSTN and survivable remote site telephony
VoIP migrations from legacy/ISDN/analog systems
Experience deploying systems in multi-site or federal/military environments.
Ability to interpret and implement STIGs DoD cybersecurity requirements and secure communications protocols.
Strong documentation and communication skills.
Preferred Qualifications:
Cisco certifications:
CCNP Collaboration or CCIE Collaboration (strongly preferred)
Experience with:
Secure voice systems / classified environments
Hardened or constrained infrastructure sites
Emergency services (E911) integrations
Understanding of network infrastructure including switching routing QoS VLANs and firewall traversal.
Prior federal government or DoD implementation experience.
Soft Skills:
Ability to work independently in highly challenging technical environments.
Strong leadership and cross-functional coordination.
Excellent problem-solving analytical and troubleshooting skills.
