Job Summary

Background

MTR Corporations Procurement and Supply Chain (P&SC) function oversees circa HKD 20 billion annual expenditure with over 3000 suppliers across a diverse range of spend categories supporting HKTS (rail operations) HK Properties (commercial malls and residential estates) and corporate function stakeholders.

P&SCs ambition is to be a trusted business partner that consistently delivers recognized value and commercial benefits through supply market expertise effective commercial strategy and agile ways of working across the end-to-end procurement lifecycle.

P&SC is committed to achieving practice excellence in demand & category planning sourcing & contracting commercial & contract management supplier relationship and performance management and supply chain and ESG risk management.

The COE team is crucial to enabling and embedding transformative capabilities within P&SC by enhancing governance and sustaining practice excellence through adoption of digital capabilities and analytics.

Responsibilities

1. Data Analytics

  • Support the development of enhancing data analytics capabilities of the P&SC function including but not limited to development/build of spend dashboards (using PowerBI and other data visualisation tools)

  • Support efforts to enhance spend analysis capabilities including but not limited to critical/analytical thinking insight development and story telling

  • Support change management efforts and preparation for stakeholder engagement and P&SC communications

  • Manage feedback loops (surveys focus groups etc.) to ensure initiatives implementation effectiveness

2. Master Data Framework & Management

  • Support governance efforts over data ownership taxonomy and governance across P&SC systems; including but not limited to data quality management

  • Share the master data sets through communication guidelines and targeted training and reinforce adoption with continuous support and oversight

3. KPI & Management Reporting

  • Support the preparation and consolidation of procurement supply chain risk and sustainability management reporting (excellent PowerPoint and Excel skills are essential)

  • Assist formalising data collection to capture all relevant inputs across the procurement lifecycle / supply chain risk management framework for future system enablement

  • Organise a centralised repository to track reporting timelines maintain historical reports in structured format for visibility and operational continuity

  • Support initiative delivery by tracking milestones and risks providing resources and insights and keeping each workstream on schedule and meets quality expectation

4. Technology Roadmap & Implementation

  • Support the Chief P&SC Manager-COE in the maintenance and continuous improvement of P&SC Technology Roadmap

  • Support change management incident management and end-user support for existing and new digital capabilities

5. Market Intelligence & Subscriptions

  • Support COE Management Team to monitor all external data / report subscriptions with a renewal tracker among all outsourced providers

  • Leverage and promote the use of AI capabilities across P&SC

6. Business System Continuous Enhancement

  • Maintain user access roles and approval setup across all P&SC in-house business systems P&SC Portal and future digital solutions

  • Log enhancement request conduct user testing and support digital enhancement rollout

7. Hosted Services

  • Provide in-house centralised services and support for digital business applications

Requirements

  • Degree holder or equivalent in suitable disciplines with a minimum of 2 years relevant experience preferably in Engineering/ Business Administration/ Supply Chain Management OR Higher Diploma with a minimum of 4 years relevant experience in procurement field

  • Sound knowledge and curiosity of supply chain management with good analytical problem solving and interpersonal communication skills

  • Advanced PowerPoint and Excel skills are strongly preferred

  • First-hand knowledge and proficiency in use of data analytics visualization and reporting tools (e.g. MS PowerBI Tableau Oracle Analytics SAP Analytics etc) are preferred
