The New York City Department of Correction (DOC) is an integral part of the Citys evolving criminal justice system participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees visitors volunteers and people in our custody. Importantly safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7500 diverse professionals and knowledgeable experts.
The New York City Department of Correction (DOC) provides for the care custody and control of persons accused of crimes or convicted and sentenced to one year or less of jail time. The Department manages of which are located on Rikers addition the Department operates two hospital Prison Wards (Bellevue and Elmhurst hospitals) and court holding facilities in each borough.

Reporting directly to the Assistant Commissioner the Deputy Director will help to ensure the Agencys compliance with Federal State and City laws rules and regulations concerning EEO. Assist with the advancement of DOCs overall strategic goals and diversity initiatives. Consult with HR in the review of DOCs hiring practices including the job postings selection processes promotions transfers and separations. Assist with the development and application of DOCs EEO policies and procedures for its workforce. Assist with the management and supervision of EEO Office personnel including team leaders attorney investigators EEO counselors and administrative staff. Consult with Legal on external EEO cases. Assist with the production of monthly quarterly and annual reports (statistical compliance progress against goals). The Deputy Director will also work with Team Leaders in Investigations Reasonable Accommodations Training Conflict Resolution and Diversity and Inclusion. At times the Deputy Director may be called upon to conduct investigations of complex internal EEO cases legal research and analysis and prepare advisory memos and investigation reports. Establish and deliver EEO Awareness training for its workforce (including but not limited to basic EEO anti-discrimination prevention laws sexual harassment and other harassment prevention disability and reasonable accommodation laws and other related topics). Assist in the coordination of events to foster an inclusive workforce. Represent DOC and liaison with other agencies concerning EEO matters.
Preferred Skills
Preference will be given to applicants with significant experience and knowledge in labor and employment issues workplace civil rights and diversity issues and applicable Federal and local EEO laws regulations and policies; general knowledge of NYC government personnel administration; managing investigations for a large-scale organization; policy and program development policy and statistical analysis and organization of personnel and resources. Strong communication skills and an ability to maintain a high degree of confidentiality are essential. Excellent interpersonal skills are required as candidate must be able to interact with a diverse group of personnel at all levels of the DOC.

Qualifications :
Admission to the New York State Bar; and four years of recent full-time responsible relevant satisfactory legal experience subsequent to admission to any bar eighteen months of which must have been in the supervision of other attorneys in an administrative managerial or executive capacity or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
