Position Summary
The Preconstruction Manager serves as a key leader throughout the work acquisition process overseeing all phases of preconstruction-from pursuit strategy through bid submission and transition to operations. This role requires a results-driven professional with deep technical knowledge in heavy civil estimating and strong client-facing and leadership abilities.
Key Responsibilities
- Lead and manage the preconstruction process for heavy civil and infrastructure projects.
- Collaborate with the Operations Division Manager to develop division strategy vision and business plans.
- Supervise and mentor preconstruction estimating and support staff ensuring quality and accuracy in all deliverables.
- Establish and maintain strong client relationships to support business development and repeat work opportunities.
- Manage and coordinate proposal preparation estimates and pursuit strategies for APDM (Alternative Project Delivery Methods) projects.
- Attend industry events pre-bid meetings and networking functions to promote company visibility and develop leads.
- Oversee preparation of Guaranteed Maximum Price (GMP) proposals and contract language review.
- Participate in constructability reviews value engineering sessions and design coordination meetings.
- Conduct cost model analysis during design development and provide cost feedback to clients and teams.
- Approve overhead rate calculations project budgets and preconstruction department financials.
- Provide technical guidance to project teams during design and planning phases.
- Ensure full compliance with company safety policies quality standards and operational procedures.
- Support recruiting and professional development of high-caliber estimating and preconstruction personnel.
Qualifications & Skills
- 10 years of construction experience in heavy civil roadway utilities or water/wastewater projects.
- Strong background in estimating budgeting and cost modeling.
- Demonstrated leadership and mentoring abilities.
- Excellent communication and client-facing skills.
- Strategic thinker with strong analytical and problem-solving abilities.
- Familiarity with alternative delivery methods (APDM Design-Build CMAR) preferred.
- Proficiency in Microsoft Office and estimating software (HCSS HeavyBid or similar).
- Valid drivers license with a clean record.
Education
- Bachelors Degree in Construction Management Civil Engineering or related field required.
- Equivalent field experience may be considered in lieu of degree.
