Description
The Vice President Residential Real Estate and Development for Developmental Disabilitiesleads theend-to-endpipeline for new DD residential homes and planned transitions out of aging or noncompliant locations. The role sources properties runs due diligence negotiates letters of intent and lease or purchase terms coordinates design and build activities manages municipal and state processes and delivers move in ready homes that meet OPWDD andHCBSrequirements. This position partners closely with Real Estate/Facilities & Maintenance DD Residential leadership Compliance and PQI Finance Legal and Community or Government goal for this leader will be topreserve bed capacity on time on budget and in compliance while keeping people and programs whole during transitions.
Portfolio strategy and pipeline:
- Maintain a rolling18-to-24-monthacquisition and transition plan with ranked targets business cases and timelines
- Build and manage a broker network issue requests for proposals when useful and set clear expectations and accountability
Siteselection municipal notice and state approvals:
- Lead siteselectionand local notice processes for community residences including outreach to community boards and elected officials
- Prepare complete submissions for OPWDD and coordinate inspections and approvals
- Oversee adherence to accessibility safety and integrated community living standards
- Coordinate Facilities owners representative general contractor and vendors to deliver scope on time and within budget
Transactions and due diligence:
- Prepare and negotiate letters of intent and track to lease orpurchaseand sale
- Coordinate title survey environmental Phase I zoning checks architectural test fits and cost estimates
- Produce board and leadership materials that summarize risk budget schedule and fit for program needs
- Plan decanting and move in with Residential leadership to avoid service disruption
- Execute checklists for licensing readiness and opening
Budget funding and schedule
- Own project pro formas and cash flow and align with Medicaid revenue models and move schedules
- Identifyand secure capital sources when applicable in partnership with Development and Finance
- Set and manage critical paths from letter of intent through occupancy
- Establish and report key performance indicators and run post project reviews to improve cost schedule andquality
Stakeholderand community management
- Manage communications with municipal partners community boards families and internal leaders
- Represent the agency with professionalism and clarity at meetings and hearings
Other duties as assigned by the Chief Program Officer and/or President and CEO.

Qualifications
Experience & Qualifications
- Bachelors Degreerequired
- Masters degree in real estate public administration planning or related field preferred
- Twelve or more years of progressively senior experience in NYC real estate acquisitions affordable or special needs housing development or regulated residential development with a demonstrated record closing transactions coordinating due diligence and design managing external counsel and architects deliveringmulti-sitepipelines and preparing materials for senior leadership and boards.
- Experience with OPWDD settings or other regulated residential environments strongly preferred
- Knowledge of DOH and NYC Accessibility housing standards preferred
- Strong negotiation skills for letters of intent leases and purchase and sale agreements
- Financial modeling and capital budgeting skills
- Vendor and broker management with clear performance expectations
- Fluency with zoning basics environmental and building due diligence construction sequencing and schedule control
- Ability to collaborate across Real Estate Residential Services Facilities Compliance Finance and Legal
- Clear written and verbal meeting facilitation and community engagement
