Position Overview

The UH Hilo Division of Student Affairs serves as the primary resource for student support engagement and development outside of the classroom. This division provides essential programs and services that foster student success personal growth and a vibrant campus life. Student Affairs is responsible for critical functions such as advising and counseling services housing and residential life student activities and organizations wellness and health services career developmentand promoting aninclusive and supportive campus environment.

The Student Services Specialist Senior (Director of Student Care and Conduct) serves as a key leader in advancing a campus culture of care health wellness and basic needs support ensuring that all students have equitable access to resources that promote their academic success and overall well-being. This position provides strategic direction innovative program development and collaborative leadership across Student Affairs health and wellness services crisis response student conduct and basic needs initiatives. Guided by research best practices and a commitment to continuous improvement this position fosters a holistic collegiate experience that supports student resilience safety and success from enrollment through graduation.


Duties and Responsibilities (* denotes essential functions):


  1. *Oversee the development and implementation of strategies procedures and practices that enhance the overall campus climate for students through comprehensive services and resources.
  2. *Evaluate effective programs and foster innovation in the areas of care health wellness and support for students basic needs and well-beingincluding Counseling Medical Services Basic Needs CARE (Community Assessment Response & Education) TRIO SSSP (Student Support Services Program) and International Student Services.
  3. *Coordinate and lead the CARE Team to manage high-level student crises regularly reviewing crisis management policies to reflect best practices and emerging needs; oversee division responses to major campus crises.
  4. Oversee management and administrative responsibilities for all CARE cases involving students living on or off campus; maintain the Student Conduct and CARE database system including related procedures and reporting.
  5. *Receive evaluate and triage student life complaints from a wide array of constituencies; resolve or appropriately refer issues ensuring timely follow-up; serve as senior judicial officer overseeing the student conduct program educating students managing procedures training hearing boards adjudicating academic dishonesty maintaining records and coordinating appeals.
  6. *Stay informed on current research trends and best practices in student well-being resilience behavioral intervention and threat assessment; strategically invest in programs aligned with the universitys long-term goals.
  7. Collaborate with University Housing Campus Security EEO (Equal Employment Opportunity) and other campus partners to ensure consistent policy interpretation and application; implement outreach programs addressing housing food financial childcare needs and promote health disease prevention and advocacy.
  8. Provide daily leadership to Student Basic Needs staff and volunteers; leverage technologyincluding oversight of the behaviorally intelligent SMS chatbot (e.g. Lehua)to strengthen student engagement support success and improve retention.
  9. Review and respond to Student Emergency Fund and other funding requests; oversee budgets staffing services and operations to ensure effective resource allocation and compliance with regulations.
  10. Identify and pursue new revenue opportunities through grants partnerships and fundraising in collaboration with the UH Foundation; actively participate in campus-wide committees on health wellness and safety; build collaborative relationships with internal and external stakeholders.
  11. Develop and implement marketing and communication strategies to promote health and basic needs services through presentations and training for students staff and faculty; perform other duties as assigned.


Minimum Qualifications:


Education and Professional Work Experience:


Possession of a baccalaureate degree in business communication public health administration higher education administration organizational leadership or related field and 5 year(s) of progressively responsible professional experience in student affairs focusing on all the administration of Code of Conduct in a higher education institution or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

Knowledge Skills and Abilities:
  • Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging information technology concepts principles and methodologies in the area of student wellbeing and support services.
  • Comprehensive knowledge and understanding of a wide range of interactive and integrated technology systems hardware and software associated with student wellbeing and support services.
  • Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving and apply creative thinking to resolve problems in new and innovative approaches.
  • Demonstrated written and verbal competence in presenting ideas concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  • For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.


Supplemental Minimum Qualifications:

  • Comprehensive knowledge in current student conduct issues and trends.
  • Comprehensive knowledge of student conduct related laws and policies.


Desirable Qualifications:

  • A graduate level degree in business communication public health administration higher education administration organizational leadership or related field.
  • Experience in developing and conducting health promotion programs and services in multicultural environments.
  • Comprehensive knowledge of students basic needs and well-being programs.
