Our mission is to administer the waters of the State to maximize lawful beneficial use ensure that dams and water wells are properly constructed and safe and provide information about water resources to the public.Division of Water Resources


This work unit exists to serve the public and preserve protect develop and optimize the beneficial use of the states present and future water supplies.Division Tworegulates and distributes the waters within the Arkansas River Basin according to the principles of allocation public safety and optimization of beneficial use established by Colorado law.


Description of Job

The purpose of this position is to administer decreed plans for augmentation by ensuring that timely physical replacement of water is released to offset out-of-priority depletions and is the Division expert on augmentation sources and locations. This position supports the Division Engineer and Water Commissioners in real time administration of augmentation plans. This position ensures accounting is reported and then input into diversion records and implements audits of decreed augmentation plans and corrects deficient plans. This position has a primary role in the process from a new Water Court application of new augmentation plans to the signed decree. This position tabulates all new decreed water rights. This position meets with the public on administration of decreed augmentation plans.

Specific job duties include but are not limited to:
  • Administers Divisions decreed plans for augmentation by ensuring that timely physical replacement of water is released to offset out-of-priority depletions and is the Division expert on augmentation sources and locations.
  • Works with appropriate staff to develop procedures/processes to enhance plan administration and incorporate operational data into diversion record system to make time invested by Water Commissioners more effective.
  • Ensures proper measuring devices and accounting methods are implemented and maintained and works with plan administrators to facilitate accurate and complete accounting and timely reporting for decreed plans of augmentation including implementation of online user reporting via the DNR data portal.
  • Develops and implements an auditing process of decreed augmentation plans to ensure plans are set up and operating properly and depletions are being replaced per decree requirements.
  • This position actively participates in the Resume Review process consultations to the Water Court reviewing proposed decrees and accounting on new cases involving Augmentation Plans.
  • Assists in preparing enforcement orders and tracking of enforcement actions to gain compliance with conditions of approval.
  • Tabulates decree information into statewide HBDMC (HydroBase Data Management Console) creates new structure IDs updates location information and edits existing tabulations as necessary for all Division decrees. Coordinates with the Assistant Division Engineers the Division River Management Team the Decreed Augmentation Coordinator and the Water Information Team Leader as necessary to provide pertinent decree information to ensure proper administration of water rights in Division.
  • Conducts public and/or staff training sessions on successful implementation of augmentation plans.

Minimum Qualifications:
Six (6) years of work experience assisting engineers scientists or technicians with work related to engineering or physical science and/or experience with accounting experience working with water right decrees water administration and/or other experience related to natural resources.

OR

Bachelors degree from an accredited institution in a field of study related to the work assignment.

AND

Two (2) years of experience in an occupational field related to the work assignment.

Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience relevant to this position.
  • Knowledge and experience with Colorado water rights.
  • Experience interpreting water court decrees.
  • Experience with augmentation plan administration and accounting.
  • Experience with entering diversion records and QA/QC of the records.
  • Water administration experience.
  • Experience reviewing and providing comments on water court applications and proposed decrees.
  • Excellent public service communication and interpersonal skills.
  • Proficiency with Google and Microsoft suites.
  • High proficiency in Microsoft Excel and/or Google Sheets.
  • Other experience relevant to the use or management of water resources.

The current work arrangement for this position is as follows:

  • Hybrid schedule - to be determined by supervisor after initial training period with some days at the Pueblo office.

  • Must be willing and able to possess and maintain a State of Colorado Drivers License
  • Must be willing and able to travel throughout the Division occasionally.
  • Must be prepared to defend and support actions and records in depositions or court testimony.
  • Must be able to address frequent and detailed inquiries from water rights owners attorneys professional engineers and hydrologists from government and private agencies.
