JOB DESCRIPTION : Key Responsibility Areas (KRAs) (Min 5 Critical Areas)

Role : Quality Assurance Engineer S&T (Signal & Telecommunication)

Purpose : To ensure that all Railway Signaling & Telecommunication (S&T) works - including OFC backbone equipment installation cable routing earthing and commissioning - are executed as per RDSO specifications approved drawings and QA procedures while maintaining the highest standards of safety reliability and documentation integrity.

1. Quality Planning & Control

  • Prepare and implement the Project Quality Assurance Plan (QAP) for S&T works.
  • Develop Inspection & Test Plans (ITPs) for various telecom and signaling activities.
  • Review Method Statements Checklists and Work Procedures for compliance with RDSO standards.
  • Coordinate with Design and Site teams to ensure that all installation activities follow approved design documents.
  • Maintain traceability of materials drawings and approvals as per Railway QA system.

2. Material Inspection & Verification

  • Inspect and verify all S&T materials prior to installation including:
    • Optical Fibre Cables (OFC)
    • HDPE ducts joint boxes and accessories
    • Telecom equipment (SDH/IP/MPLS/LTE-R)
    • Power systems earthing kits and shelters
    • Signaling cables and terminations (if applicable)
  • Ensure that materials are procured from approved vendors (RDSO/Client-approved).
  • Conduct incoming inspection and maintain Material Inspection Reports (MIRs) with batch traceability.

3. Installation Quality & Site Supervision

  • Conduct quality inspections during:
    • OFC trenching ducting and jointing works
    • HDD crossings and chamber constructions
    • Telecom shelter installation and internal wiring
    • Tower and earthing installations
    • Equipment rack installation power supply wiring and optical testing
  • Ensure that all installations follow RDSO BSNL and Railway Telecom specifications (SPN/TC/).
  • Verify cable termination labeling and routing as per approved schematic drawings.
  • Monitor testing activities (OTDR Power Meter BER) to confirm link quality and performance.

4. Quality Assurance & Documentation

  • Implement and maintain the QA/QC system for all S&T project activities.
  • Conduct stage-wise and final inspections jointly with client representatives (RailTel / IRCON / DFCCIL / RITES).
  • Maintain detailed inspection records test reports and calibration certificates.
  • Track and close Non-Conformance Reports (NCRs) and Corrective & Preventive Actions (CAPA).
  • Prepare Quality Dossiers and Handover Documents for client acceptance.

5. Audit & Compliance

  • Conduct internal quality audits and participate in client QA audits.
  • Ensure all works comply with:
    • RDSO / Railway Board QA guidelines
    • IRS / IEC / ITU-T / ISO standards
    • Project technical specifications and approved designs
  • Verify the calibration of test instruments like OTDRs Power Meters Meggers etc.
  • Support proof consultants and independent auditors during technical and quality reviews.

6. Interface & Coordination

  • Coordinate between Civil Electrical and S&T teams for cross-disciplinary quality control (especially in ducting tower and shelter works).
  • Liaise with Design Engineers for addressing field deviations or quality-related technical clarifications.
  • Work closely with the Safety and Environmental teams to ensure safe and compliant site operations.
  • Support client representatives during joint inspections FAT (Factory Acceptance Tests) and SAT (Site Acceptance Tests).

7. Reporting & Records

  • Maintain and update the Quality Register Test Reports and Inspection Logs.
  • Prepare and submit Daily / Weekly / Monthly QA Reports summarizing quality performance and issues.
  • Document punch lists test certificates and handover records for commissioning.
  • Support the preparation of As-Built Drawings and Final Quality Dossiers.

  • Hands-on with testing instruments (OTDR Power Meter BER Tester Megger).
  • Proficiency in AutoCAD MS Excel and quality documentation tools.
  • Understanding of ISO 9001:2015 Quality Management Systems.
