ORGANIZATIONAL CONTEXT

The Office of Inspections and Investigations is a part of the Office of the Inspector General (OIG). The mission of OIGI is to conduct inspections and investigations into allegations of wrongdoing and misconduct. The purpose of an investigation is to establish facts and provide sufficient evidence and analysis to determine whether a reported allegation of wrongdoing or misconduct has occurred and if so to allow WFP management to take action against the persons or entities responsible. OIGI investigations involve WFP personnel cooperating partners vendors and other parties.

THE ROLE

As part of the OIGI Intake team the positions main purpose is to contribute and support with conducting preliminary reviews of complaints and allegations working closely with a team of subject-matter experts. The incumbent is expected to be included in all phases of the intake process performing basic analysis applying relevant standards and guidance principles and collecting preliminary data to support the recommendation to proceed or not with an allegation.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Carry out office and field-based reviews of complaints and allegations (herein preliminary assessments) and where necessary assist in investigations into allegations of violations of policies procedures standards guidelines and applicable rules and regulation;
  • Review and analyse information to propose its relevance and reliability against a clear framework of policies and guidelines (as required);
  • Obtain initial information from witnesses whether by correspondence or interview;
  • Gather and organize potential documentary and electronic evidence for further analysis;
  • Conduct other necessary investigative research;
  • Draft case assessments in conjunction with and to be reviewed by the Head of Intake which will ultimately be sent to the OIGI Case Review Committee for a decision on the action to be taken;
  • Refer WFP employees to guidance and advice on matters pertaining to the investigation of wrongdoing and direct staff appointed by field offices to conduct investigations into allegations of such acts;
  • Prepare draft reports and ad hoc briefs pertaining to preliminary assessments with the assistance of other intake members;
  • Regularly report progress to supervisor on preliminary assessments and / or investigations and draft assessment on probable impact of investigation outcomes;
  • Liaise with local officials governments and outside organizations at an appropriate level to obtain internal support (transport interpreters etc.) and initial information;
  • Perform other related duties as

QUALIFICATIONS & KEY REQUIREMENTS

Education:

  • First University degree in criminology law or related relevant field. Training from a police academy law enforcement or similar government agency with extensive experience in investigations can be considered in lieu of a university degree

Experience:

  • At least one your of postgraduate experience in investigations or analysis ideally in conducting preliminary assessments and or planning and executing investigations and with a focus on fraud and/or sexual harassment and abuse.
  • Previous experience in the conduct of investigations with a UN organization or international financing institution and working in developing countries is an asset.

Language:

  • Fluency (level C) in English language
  • Intermediate knowledge (level B) of a second official UN language: Arabic Chinese Russian and/or Portuguese (A WFPs working language)

  • Understanding of linkages between policy and operational practices
  • General knowledge of UN system policies rules regulations and procedures Communication and effective report-writing skills
  • Ability to manage high-volume recruitment processes in fast-paced environments
  • Fluency (level C) in Arabic Spanish or French is desirable

TERMS AND CONDITIONS

  • This is an International Professional position (non-rotational) and is open to all nationalities.
  • Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as non-rotational which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
