The Utica City School District serves a community of approximately 64500 city residents in an urban and multi- cultural environment with a current enrollment of roughly 9644 students in its 13 schools Proctor High School Donovan Middle School JFK Middle School and 10 elementary schools. The Districts greatest asset is its diversity with more than 50 languages spoken and 16% of students being English language learners.
Elementary - The Districts elementary schools integrate a vibrant curriculum across all grade levels and subject areas aligning with the New York State Learning Standards. The District is also investing in the realignment of math goals instruction and curriculum to focus on research-based best practices in mathematics that are proven to increase student performance all subject areas there is an understanding that developing foundational skills will support students in bridging gaps in learning. Students are provided with a well-rounded curriculum focused on fostering academic and social/emotional competencies that will carry them through their academic career.
Middle School - The focus at the Districts middle schools is to ensure that students are provided with equitable opportunities to successfully transition from elementary to high school. Both middle schools offer opportunities for students to succeed at every learning level with dedicated classes for English Language Learners and students with disabilities as well as honors/advanced studies. The Family and Career Sciences and Technology programs have incorporated science technology engineering and math topics into each curriculum to help prepare students for the Career and Technical Education opportunities available at the high school.
High School - Proctor High School provides numerous avenues for students to achieve the Districts vision. This is accomplished through supportive and adaptive special education and English language learner programming a robust honors and Advanced Placement curriculum and partnerships with post-secondary institutions including Mohawk Valley Community College and Syracuse Universitys Project Advance. The District most recently embarked upon a groundbreaking initiative working with community and business partners to create innovative Career and Technical Education programming for its high school students. Proctors Naval Junior Reserve Officers Training Corp (NJROTC) music art and drama programs along with numerous extracurricular activities and athletics offer additional avenues to showcase students talents and interests and support them throughout their school experience.
The Director of Physical Education Health andAthletics is the chief supervisor for physical education healthand athletics and is directly responsible for providing the leadership and direction for physical education and athletics including but not limited to the intramural and the inter-scholastic programs.
QUALIFICATIONS:
New York State Certification in Physical Education and Certification as School District Administrator or School District Leader.
Masters Degree in Physical Education.
Five (5) years of successful teaching experience in Physical Education.
Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.
REPORTS TO:
AssistantSuperintendent. of Curriculum Instruction and Assessment.
ROLE:
Encompasses the planning development implementation and evaluation of programs procedures teaching staff and policies for physical education and athletics.
Assures the compliance with all relevant New York State and Federal Laws and Regulations in relation to physical education and the athletic codes of the Leagues Section III and New York State Public High School Athletic Association.
MAJOR FUNCTIONS:
Specific Responsibilities:
- Cooperates with Central Staff and provide leadership to building staffto fulfill the goals of the Board of Education.
- Preparesand maintain a schedule for the performance of tasks related to physical education healthand athletics.
- Coordinatesthe Drug and Alcohol Prevention Program for Grades K-12 in cooperation with the building principal and the Assistant Superintendent.
- Handles all Athletic Hearings and enforces the Code of Conduct.
- Performsany other duties assigned by the AssistantSuperintendent or Superintendent.
Instruction:
- Determine coordinate and implement physical education programs at Grades K-12.
- Assist in coordinating interdepartmental programs by planning and implementing with approval of the Assistant Superintendent.
- Supervise the professional staff responsible for the implementation of physical education health and athletics.
- Coordinate the development and review of curriculum guides maintain a file on curriculum materials films speakers and programs and coordinate their usage.
- Recommend to the AssistantSuperintendent the assignment of the physical education staff and health teachers.
- Provide leadership in planning and projecting needs for all athletic programs including but not limited to interscholastic intramural activities and summer camps.
- Assess these programs on an on-going basis to determine whether they best meet the needs of students and community.
- Recommend for inclusion or exclusion athletic activities based on student needs interest and finances in the district.
- Direct all activities including scheduling and budget of athletic programs with assistance of Athletic Managers and other appropriate staff members.
- Recommend under the direction of the Assistant Superintendent to Personnel Department the selection and assignment of physical education staff members coaches and other related personnel.
- Coordinate school assignments of physical education staff members and coaches under the direction of the AssistantSuperintendent.
- Assist building principals in the observation of the teaching performance of physical education teachers.
- Observe and evaluate all coaches and Physical Education Staff.
- Evaluate all physical education department chairpersons and athletic managers in performance of duties as they relate to athletics.
Policies:
- Implement Board policies state and federal regulations and rules and recommend policies that should be reviewed and revised by the Board of Education.
- Insure that regulations of appropriate Leagues Section III and New York State Public High School Athletic Association are maintained.
- Prepare and supervise a budget that reflects the needs of all physical education and athletic programs in the district.
- Prepare priorities within budgets to determine the best way to make maximum use of resources available.
- Prepare standardized lists and specifications for equipment and supplies as it pertains to the physical education and athletic programs.
- Prepare specifications for the cleaning of athletic uniforms and reconditioning of all equipment.
- Coordinate work orders for the preparation and maintenance of the facilities which are used for all physical education and athletic programs.
Public Relations
Under the direction of the Superintendent of Schools:
- Will cooperate with news media and appear before civic and other organizations to communicate all aspects of physical education and athletic programs.
- Will publicize all athletic activities with the assistance of appropriate staff.
- Will consult with building principals in coordinating and scheduling athletic activities by organizations other than schools.
- Will encourage staff to search out student talent within the school district who will participate in athletic programs.
Professional Growth
- Will motivate improvements in physical education instruction through professional reading observation of programs and attendance at conferences workshops and league meetings.
- Will provide assistance to coaches and staff members involved with athletics via pre- services and/or in-service training.
- Will meet on a scheduled basis with principals department chairpersons and coaches to assess and strengthen programs.
TERMS OF EMPLOYMENT:
- Twelve (12) month employee
- Twenty (20) days paid vacation subject to the approval of the Assistant Superintendent.
