The BIIA is a medium-sized state agency under the administration of three full-time Board Members. The BIIA isindependent from the Department of Labor and Industries (L&I) and hears appeals from decisions made by L&I in several areas. The three principal types of appeals are:
  • Industrial insurance (workers compensation).
  • Safety citations under the Washington Industrial Safety and Health Act (WISHA).
  • Employer Premiums (Tax Assessment or Classification).

You can read employee testimonials on our website at as the principal assistant to the Chief Financial Officer as the Agency Support Team (AST) Lead for One Washington. The position is responsible for the agency readiness for the implementation of One Washington to include training policy and process development. Duties include but are not limited to:
  • Performing professional expert-level financial review and analyzing accounting and fiscal data in accordance with generally accepted accounting principles (GAAP) statutes and regulations.

  • Managing and reconciling payroll general ledger accounts reviewing completed accounting transactions for accuracy and making adjustments as needed.

  • Performing complex fiscal duties such as financial report preparation and analysis reconciliation and correction of the general ledger trial balance discrepancy identification and resolution and investigation and resolution of accounting problems.

  • Researching and responding to all travel-related issues fringe benefit questions and other payroll-related issues.

  • Preparing Dept. of Revenue sales and use tax returns and monthly financial status reports related to One Washington.

  • Assisting in preparing budget and allotment requests and justifications.

  • Supervising a Fiscal Analyst 4 position (supervision will begin in late in 2026).

Qualifications

Required Qualifications

A bachelors degree which includes 18 quarter or 12 semester hours in accounting auditing or budgetinganda minimum of four (4) years of relevant professional experience. Professional experience may substitute for education but not for the credit hours.

OR

A masters degree in a financial related field certification as a Public Accountant Internal Auditor Certified Governmental Financial Manager or Management Accountant.
