The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
The Office of Budget Administration (OBA) is responsible for the planning developing and coordination the Agencys budget and for monitoring Agencys revenues expenditures and staffing for all HRAs programs.
The Quality Assurance & Data Analysis Unit is recruiting one (1) Administrative Staff Analyst NM2 to function as the Director of Quality Assurance for the Revenue and Reimbursement Office who will:
-Oversee the complex auditing and claiming for the Division of Revenue Control and Analysis and the Division of Accounts receivable and Billing staff both within the Bureau of Revenue and Reimbursement
-Manage area essential to sensitive and accurate claiming and accounting for claims submitted to the State to ensure that all expenses designated for claiming are legitimate claimed correctly within prescribed methods and procedures as well as to the conformity to State and Federal regulations and to the mandated deadlines
-Perform an audit/quality control review of completed claims for accuracy and for compliance with State and Federal regulations and to reconcile claims to expense data
-Oversee the audit planning with State Federal and City Reviewers Auditors and Examiners; represent Revenue and Reimbursement Office in the entrance/exit conferences and other audit related meetings; Coordinate related functions and prepare audit-related responses
-Be responsible for interpreting and implementing all rules and regulations in compliance of accounting standards emulated by the Federal State and City
-Interface with Office of Management and Budget (OMB) regularly on all revenue issues
-Interface with the Comptrollers Office regularly on all revenue booking in FMS
-Represent DSS in the audit of all reports forms and claims by the three divisions and defend the DSS methodology and procedures as well as enforcing and enhancing the internal controls of the divisions in order to avoid any audit citing
-Other special projects as needed

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
