    SUMMARY OF POSITION: Under the supervision of the HR Manager and the direction of the Director of Human Resourcesthe Human Resources Specialist provides confidential and diverse support services to ensure the smooth efficient andaccurate operation of the Human Resources Department. This position has responsibilities overseeing the CountywideLivescan fingerprinting program employee onboarding and offboarding HRIS employee management data reportingbenefit enrollment processing and providing support to the Benefits Coordinator during open enrollment for assigned LEAdistricts.

    ESSENTIAL RESPONSIBILITIES:
    1. Provide support to all team members of the Human Resources Department as necessary to ensure a productiveand efficient operation and to ensure that exemplary customer service is provided.
    2. Manage and oversee the Saginaw County Livescan Fingerprinting program inclusive of scheduling Livescanprinting maintaining the database handling monies preparing internal billing and StatePolice billing.
    3. Serve as Liaison with Michigan State Police processing and disseminating information as applicable andappropriate. This includes serving as the Local Area Security Officer.
    4. Ensure the security and confidentiality of the Livescan Fingerprinting program at all times.
    5. Process substitute employees & background checks for third-party contractors which includes the review offingerprint results preparation of required authorization for substitute employmentand working with local schooldistricts to secure substitutes in a timely manner.
    6. Serve as a countywide resource for relevant information regarding the Livescan Fingerprinting program.
    7. Serve in a help desk capacity for the SISD substitute troubleshooting for administratorsteachers secretaries and supervisors.
    8. Oversee and manage all materials for substitute staff hired by and through Saginaw ISD inclusive of applicablelocal school districts.
    9. Process new hires employee status change requests contract adjustments and termination paperwork forpayroll processing with accuracy and adhere to established processing deadlines formultiple school districts.
    10. Completes the annual employee management rollover process in the HRIS system on an annual basis includingthe management of work calendars employment contracts compensation andcollective bargaining agreementchanges for assigned LEA districts.
    11. Ensure criminal background checks fingerprinting and required screenings are completed and maintained for allemployees and volunteers.
    12. Responsible for interpreting and implementing contractual language for various union groups.
    13. Monitor employee certifications licenses and credentials.
    14. Prepare distribute and maintain employment contracts for certified teaching staff.
    15. Responsible for Registry of Educational Personnel (REP) reporting as required by the Michigan Department ofEducation (MDE) for applicable local school districts.
    16. Benefit enrollment processing for new hires status changes and employee offboarding for assigned districts.
    17. Provide support for assigned districts during open enrollment for benefits administration.
    18. Other duties and special projects as required by the Executive Director and/or Director of Human Resources.
    QUALIFICATIONS:
    1. Bachelors degree in a related field consider equivalent experience and education in a relatedfield.
    2. Experience working in a multi-faceted diverse organization in human resources is preferred.
    3. Must be able to work collaboratively in a team environment.
    4. Must demonstrate a high degree of proficiency in the use of business software programs including MicrosoftOffice and Google platforms. Must be able to learn and become proficient in the use ofthe Districts Finance andHuman Resource Management platform.
    5. Ability to analyze processes identify inefficiencies or duplication of effort and implement solutions forimprovement.
    6. Must demonstrate exemplary customer service skills including courteousness tact and good verbal and writtencommunication in all facets of the position.
    7. Must have knowledge of and demonstrate confidentiality practices maintain confidentiality of work work productetc. at all times.
    8. Demonstrated proficiency accuracy and timeliness in the handling of detailed work assignments.
    9. Must be highly organized; demonstrate initiative and be a self-starter in the completion of tasks assignments andprojects.
