Job Summary

Summary Statement

The Office of Management and Budget Fiscal Advisor IV position provides financial services for all divisions within the Department. Some divisions represented are Fleet Services Office of the Director Budget Development and Planning. This position must be proficient in Accounts Payable and Accounts Receivable. The responsibilities may also include payroll processing. This position must comprehend and enforce State and Federal policies procedures and regulations. Applicant must have the ability to prioritize and organize tasks. Strong verbal and written communication are essential.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  • Six months experience in processing accounting auditing or payroll transactions following applicable laws rules regulations standards policies and procedures.

Essential Functions

Essential functions are fundamental and core functions common to all positions in the class series. This is not an exhaustive list of all job duties for any one position in the class.   • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget applicable agreements grants or contracts as well as state or federal laws rules and regulations.
  • Analyzes reconciles and consolidates data to the general ledger from journals records and documents; takes trial balances and makes corrections updates and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles practices and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles analyzes and prepares a variety of statements and reports of financial health utilized in financial budget and personnel planning.
  • Researches and provides data reports and other documentation to state federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research review evaluate and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person electronically or by written communication.
  • Communicates and interacts effectively with people across cultures ranges of ability genders ethnicities ages and races.
  • May be responsible for purchasing disbursement and inventory of equipment and supplies.

Job Requirements

JOB REQUIREMENTS for Fiscal Advisor IV
Applicants must have education training and/or experience demonstrating competence in each of the following areas:
  1. Three years experience incompiling analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  2. Two years experience in ensuring compliance of financial transactions with budgets applicable agreements grants or contacts and state or federal laws rules and regulations.
  3. One year of experience in analyzing financial problems developing alternatives recommending and advising management on solutions.
  4. Coursework training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
