DescriptionThe Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kharkiv. The Area Office North - East (AONE) will become a new area office scaled up from the current Kharkiv Field Office and will start being operational in the first half of 2026. The Area Programme Manager will take an active part in this scale up.
AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will in first half of 2026 structurally move to be under new Kharkiv AONE.
The key sectors of intervention covered by the North-East area office will include Shelter Information Counselling and Legal Assistance (ICLA) Protection from Violence Education and emergency response through cash assistance.
Planned start date is February 2026.

Prepare periodic progress reports reporting trackers indicator tracking tables MEL matrixes and other documents as required.

AssistinstandardisingMELacrossprojects.
CapacitybuildingandtrainingprogramandMELsupportstaffonMELtechnicalandconceptual areas.
Facilitate the introduction of new technology methods and approaches to improve the quality of the activities.
AdherencetoNRCpoliciesandspecificresponsibilityfortheNRCMELfunctionspoliciesand procedures.
Support in ensuring an effective data management system through data quality check analysis and learning sessions
Visualization of project data in Dashboards or other relevant Information Management products as requested by the MEL Coordinator.
Specificresponsibilities
Develop and maintain databases (MEL GORS Tracker) where data and indicators are tracked and compared over the life of the projects; ensure that these databases are accurate and that data is cleaned and coded correctly.
EnsurethatoutputandoutcomedataarecollectedanddocumentedfortimelyreportinginGORSand ITTs to make sure monthly progress data are uploaded and updated in the CO dashboard.
Communicate regularly with MEL and project staff to ensure that they are aware of what is needed theyhaveadequateMELresources(attendanceliststrainingreporttemplateetc.)andthattheyare submitted in a timely manner.
Ensure that project monitoring evaluation and learning tools and CO MEL SoPs are properly used in the area office as well as by partners when relevant through capacity building and cross and spot checks.
Support to develop and implement MEL matrixes at the area office level. This includes supporting tools development data collection data management and data analysis according to the CO MEL SoPs.
EnsurequalitydataisreportedtoDonorsreportingexternallybydouble-checkingexistingGORSdata and supporting the MEL Coordinator in meeting required compliance scoring during T reporting in GORS internally.
Provide technical support to NRC North-East AO all users of GORS and follow up on GORS data updating and reporting and make sure the reported data (output and outcome) are the same in matrixes and GORS.
Support the program teams in developing tools necessary to complete all data collection related to outputs outcomes and results including baseline surveys and participatory assessments (with external consultant assistants when necessary) Knowledge Attitudes and Practices (KAP) surveys qualitative interview guides focus group discussion guides and other types of assessments as needed.
Consolidate cluster data reporting such as 5Ws data and Activity Info and share with relatedclusters.
Contribute to Grant Opening Meetings Project Review Meetings and Grant Closure Meetings; contributetodonorreportsandsupportMELCoordinatorincreatingprojectlocationmapstobeused in the proposal submission process.
