The Director of College Services provides operational oversight management and supervision of the Student Achievement Support Services (SASS) department and TRIO Student Support Services (SSS) programs based at Pierce College Puyallup campus as part of the Student Engagement Services division. The SASS Department is home to several Department of Education (ED) grants and institutionally supported programs: TRIO programs (Student Support Services Upward Bound Talent Search) and Black and Brown Scholars students of color support programs.


This position provides leadership of two TRIO Student Support Services (SSS) grants (SSS Classic and SSS Disability Support Services). The TRIO SSS programs provide holistic and sustainable retention support services and targeted college access and engagement to students who are first generation under-resourced and students with disabilities who have been historically marginalized and disenfranchised.


The Director is responsible for personnel recruitment program development and implementation of holistic support services that are outcome driven primarily focused on closing college access gaps retention degree completion university transfer and workforce readiness. The Director manages daily operations monitors annual budgets provides coaching and supervision and manages federal database systems for annual federal reporting and personnel selection in accordance with federal state and college regulations. The Director reports to the Dean of Student Engagement Services and requires regular consistent attendance.

TRIO Student Support Services (SSS Classic)

The TRIO Student Support Services (SSS) program at Pierce College Puyallup provides proactive academic personal financial coaching and mentoring to 140 first-generation under-resourced students and students with disabilities.


The TRIO SSS program aims to increase the retention completion and transfer of students to four-year universities. The TRIO SSS programs at Pierce College Puyallup are funded 100% through a federal TRIO grant by the U.S. Department of Education until September 24 2030. The programs are contingent upon continued federal funding.


TRIO Student Support Services Disability Support Services (SSS-DSS)

The TRIO Student Support Services (SSS) Disability Support Services (DSS) program at Pierce College Puyallup provides proactive academic personal and financial coaching and mentoring to 100 first-generation under-resourced students and students with disabilities.


The TRIO SSS-DSS program aims to increase the retention completion and transfer of students to four-year universities. The TRIO SSS-DSS programs at Pierce College Puyallup are funded 100% through a federal TRIO grant by the U.S. Department of Education until September 24 2030. Essential Functions

The Director of College Services will be responsible for the following but not limited to:


Project Management/Operations

  • Oversee and direct the daily operations implementation coordination and evaluation of department services and activities to ensure program outcomes and objectives are met.

  • Collaborate across the district and with college departments on the development ofdepartment programs and services/activities to ensure outcomes are met.

  • Oversee targeted access and engagement marketing to audiences internal and external to the college; ensure program requirements for eligibility are maintained and required participant enrollment outcomes are met.

  • Oversee the planning and coordination of college access and retention focused activities/events such as inductions conferences workshops trainings and recognition events for students and staff.

  • Collaborate in the development and implementation of evaluation plans to assess the effectiveness of programs and grant activities.

  • Develop and maintain strong working relationships with college personnel and units local school district partners two- and four-year colleges in the state and other local and regional federal ED programs.

  • Conduct regular staff meetings to monitor department programming activities and continual progress toward department performance outcomes.

  • Coordinate team professional development to support ongoing growth and development of knowledge skills and abilities for providing holistic equitable services.

  • Work collaboratively with Director of College Services at Fort Steilacoom campus to ensure equity in services and delivery.

  • Provide case management for a case load of up to 20 TRIO SSS and SSS-DSS students as necessary.

Staff Supervision

  • Develop and provide effective onboarding processes and ongoing training as needed for all direct reports.

  • Provide support and guidance for all direct reports and exercise sound management decisions.

  • Train supervise and evaluate employees in accordance with negotiated agreements applicable state and federal laws and College policies and procedures.

  • Mentor and coach staff to ensure the best possible delivery of services to department participants.

  • Complete annual professional development plans with direct reports.

Budget Administration Record Keeping & Reporting

  • Implement annual department budgets and modify as needed in consultation with the Dean.

  • Coordinate with the Finance Grants and Contracts department to ensure all institutional and program requirements are met.

  • Oversee and review data collection to ensure accuracy and satisfy all grant programs requirements.

  • Coordinate and track monthly and annual performance reporting data; prepare and draft SASS College Services department and Department of Education federally required quarterly interim and annual outcomes reports.

  • Responsible for day-to-day review of processes to ensure alignment with department college and federal outcomes; report any needed adjustments to the Dean.

Qualifications

Education Required

  • Bachelors degree from an accredited college or university in Education Administration Counseling Student Development or a related field.

In lieu of a Bachelors degree requirement:

  • A candidate may qualify witha minimum of five (5) years of equivalent professional experience including: managing federal or state grants supervising staff designing and evaluating student support programs overseeing program budgets working with first-generation under-resourced and disabled student populations and ensuring compliance with U.S. Department of Education reporting and regulatory requirements.

  • A combination of education and equivalent experience may be considered provided it fully meets all essential job duties.

Experience Required

  • Minimum two (2) years of experience managing state or federal grants (e.g. TRIO Minority Serving Institutions National Science Foundation Gear Up).

  • Experience in program design development and evaluation budget management and supervising personnel is also required.

  • Experience working with economically disadvantaged first generation to college students youth or college students from diverse backgrounds.

  • Ability to interpret and explain regulations policies procedures guidelines and reporting requirements particularly as they relate to TRIO programs (Student Support Services Upward Bound Talent Search) or similar federal grant funded programs.

  • Effective supervisory skills including coaching and mentoring to support employees in achieving the college mission departmental goals and individual professional goals.

  • Strong time management problem solving and professional judgment in complex or sensitive situations.

  • Strong interpersonal skills including the ability to work collaboratively build effective working relationships be a team-oriented leader and utilize critical thinking skills.

    Terms of Employment

    This is a full-time administrative - exempt position. The primary work location will be at Pierce College Puyallup campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm Monday through Friday with occasional evening and weekend hours required. This position may be eligible for occasional remote work once the incumbent is established in the role. Regular and consistent attendance is required.


    Salary & Benefits

    The salary range for this position is $95489 .00 - $118144.00 annually. The salary will be determined based on the candidates qualifications and related experience. Typically new hires start no higher than $99468.00/year based on Pierce Colleges Administrative/Exempt Compensation Plan.
