Location: Remote (must reside in the Washington DC metro area)
Travel: Occasional travel to FAA Headquarters (Washington DC) as required
Position Summary
The Senior Analyst provides high-level business financial audit and programmatic analysis in support of the FAA Office of Airports (APP). This role supports Tasks related to program reporting audit response documentation development benefit-cost analysis and policy evaluation. The Analyst contributes to major FAA work products such as the NPIAS Report AIP guidance audit responses and internal controls assessments. The position requires significant experience analyzing federal programs financial data regulatory frameworks and audit-driven findings.
Key Responsibilities
Business Financial & Program Analysis
- Conduct detailed business budget and financial analyses supporting APP programs grant processes and funding decisions.
- Support development of program documentation including reports guidance internal controls materials and policy updates.
- Assist in the evaluation of FAA program operations workflows risks and performance metrics.
Audit & Internal Controls Support
- Support responses to audits conducted by GAO OIG and other external and internal oversight bodies.
- Review audit findings evaluate root causes recommend corrective actions and assist with developing supporting analyses.
- Perform internal controls assessments to ensure compliance with federal regulations and FAA policies.
Regulatory & Legislative Analysis
- Analyze regulatory and legislative requirements affecting FAA airport programs including NEPA Buy American Act TIFIA and other relevant laws.
- Provide recommendations on program alignment with federal guidance regulatory changes and statutory requirements.
- Support FAA staff by interpreting and synthesizing complex regulatory information.
Benefit-Cost Analysis (BCA) & Economic Evaluation
- Support development of benefit-cost analyses for airport projects Letters of Intent (LOIs) and infrastructure funding actions.
- Assist with creating BCA tools methods models and documentation to support APP decision-making.
- Review BCA assumptions for accuracy reasonableness and compliance with FAA and OMB circulars.
Program Reporting & Documentation
- Support development of key FAA reporting products including tables charts narratives and technical sections of the NPIAS Report.
- Assist with data verification quality checks and formatting to meet FAA standards.
- Prepare inputs for Monthly Status and Financial Reports (MSFRs) and other documentation as required.
Required Qualifications
- Bachelors degree from an accredited U.S. college or university in accounting business finance law or a related field.
- 15 years of experience in business management budgeting financial analysis and business process analysis.
- Experience supporting audits of government programs including GAO OIG and internal control reviews.
- Experience analyzing regulatory programs and federal legislation such as NEPA Buy American Act TIFIA or similar frameworks.
- Demonstrated experience conducting cost/benefit analyses and supporting economic or financial modeling.
- Strong analytical writing documentation and quantitative skills.
- Must reside in the Washington DC metro area and be able to travel to FAA Headquarters as needed.
