Director of Waste and Street Scene
Consultation grade - subject to formal evaluation under the Pay Equity Review
Working 36.5 hours per week

Birmingham City Council is on a bold journey of transformation and were looking for a visionary leader to shape the future of waste management and street scene services for a city of 1.2 million residents. This is your opportunity to create cleaner greener neighbourhoods and deliver services that residents can truly be proud of.
As Director of Waste and Street Scene youll head up a division that keeps Birmingham safe clean and connected. Youll oversee a diverse portfolio including:
- Waste & Recycling Collections and Logistics
- Waste Treatment (Energy from Waste Facility HWRCs Transport Hub)
- Street Cleansing Operations
- Grounds Maintenance for parks housing schools and council assets
Youll be part of the City Operations Directorate Leadership Team driving service improvement sustainability and innovation. This role demands strategic thinking operational excellence and a relentless focus on value for money.
- Develop and implement strategies for waste street cleansing and grounds maintenance in line with national requirements including the Environment Act (2021).
- Drive transformation and improvement projects to ensure services are affordable efficient and digitally enabled.
- Oversee business and financial planning ensuring strong performance monitoring and reporting systems.
- Represent the Directorate at senior council meetings local and national forums and provide expert advice to decision-makers.
- Ensure compliance with statutory duties health and safety standards and regulatory requirements.
- Manage contracts and supply chains effectively including waste disposal and energy-from-waste agreements.
- Promote a culture of excellence inclusion and continuous improvement across the division.
- Lead workforce development ensuring staff are supported engaged and equipped to deliver high-quality services.
- A proven leader with experience in large-scale operational services
- Strong financial and commercial acumen
- Ability to deliver transformation and embed a high-performance culture
- Commitment to sustainability and improving the environment
- Excellent stakeholder engagement skills
