Reporting Line
Reports directly to the Project Manager on the UCB Project.
Role Summary
The On-Site Construction Manager is responsible for the day-to-day management coordination control and supervision of construction activities on site. This role ensures that the project is executed safely on time within budget and in full compliance with quality environmental and regulatory requirements. The role acts as the primary on-site representative between UCB contractors and stakeholders.
Key Responsibilities
1. Project Execution & Site Supervision
- Ensure daily on-site presence throughout the duration of the works.
- Monitor preparation and execution of construction activities.
- Conduct regular site inspections to verify quality and conformity of works.
- Perform daily Gemba walks to monitor execution progress Environment Health & Safety (EHS).
- Enforce strict compliance with site cleanliness and safety rules.
- Supervise and monitor the detailed construction schedule challenging contractor planning and mitigating delays.
- Identify critical construction phases and key milestones ensuring thorough review at each stage.
- Inform UCB of any site activities impacting external stakeholders or Braine site operations.
2. Health Safety & Environmental (HSE) Management
- Lead global monitoring of HSE compliance on site.
- Issue work permits (general work permits fire permits confined spaces working at height etc.).
- Control worker authorizations scaffolding tags fire extinguishers and periodic safety checks.
- Ensure follow-up of safety onboarding processes and mandatory trainings.
- Monitor and control waste sorting and environmental constraints.
- Conduct site safety patrols and ensure corrective actions are implemented.
3. Quality Assurance & Control
- Global monitoring of quality and conformity of works and materials.
- Perform regular quality inspections of works and delivered materials.
- Review reports from tests and trials on materials interpret and assess results.
- Supervise testing activities and ensure proper follow-up of corrective actions.
- Issue provisional acceptance reports and associated punch lists.
- Manage deviations and punch list closure.
- Conduct site acceptance of equipment and materials including verification of physical condition and protection adequacy.
4. Project Control Reporting & Risk Management
- Provide consistent and accurate reporting on project status deliverables and progress against milestones.
- Identify assess and manage project risks and issues with defined mitigation strategies.
- Manage risks and disputes proposing solutions to keep the project on track.
- Track and manage change orders (contractor requests UCB requests planning impacts and indirect costs).
- Validate monthly valuation and progress reports before contractor invoicing.
- Act as Quantity Surveyor support by linking installed work to total installed cost and invoicing.
5. Resource Cost & Schedule Control
- Support resource allocation in collaboration with the Project Manager ensuring adherence to budgets and timelines.
- Monitor manpower equipment and material resources on site.
- Instruct additional works where appropriate and obtain UCB approval.
- Oversee commissioning planning for installations and buildings.
6. Contractor & Stakeholder Coordination
- Serve as primary on-site interface for the general contractor.
- Address and resolve contractor queries efficiently.
- Participate in and contribute to:
- Planning meetings
- Quality meetings
- HSE meetings
7. Site Administration & Compliance
- Check and register workers on site with punctual presence controls.
- Ensure compliance with site access rules and regulations.
- Monitor construction impact on R&D activities (vibration noise traffic etc.).
Qualifications :
- Fluent in Dutch and English (verbal and written) French is a plus
- Strong on-site construction supervision experience
- Excellent knowledge of HSE regulations
- Strong quality management and inspection skills
- Proven project planning and scheduling capabilities
- Cost control quantity surveying and change management abilities
- Excellent communication and reporting skills
- High level of autonomy leadership and problem-solving
