***Written Testing Date for qualified candidates will be Saturday February 28th 2026 with an 8:30am check-in time and will last approximately 3 hours. This is required for all eligible applicants***

To continue in the hiring process after the written exam applicants will be required to have a valid passing score on the CPAT testing within the last year.
If you have not taking the CPAT within the last year you will required to go through the CPAT testing being held on March 10th 2026. The CPAT testing process will be a partnership between Council Bluffs Fire Department Bellevue Fire Department and MCC. All CPAT events will be held at the Mid-America Center (MAC) 1 Arena Way Council Bluffs Iowa. All components of the CPAT will be provided in accordance with International Association of Fire Fighters (IAFF) CPAT guidelines and consist of three phases: Candidate Orientation; Practice Sessions and CPAT Official Test.

Candidates who have successfully completed the CPAT at another site within the past 12 months of the CPAT test date will be given credit for completion of the CPAT if they provide a valid completion certificate from an approved test site. Completion certificate documentation is required to be given during the written exam. If the CPAT is not turned in at that time you will be required to attend the CPAT testing.

POSITION TITLE: Firefighter

DEPARTMENT: Fire

REPORTS TO: Captains/Fire Officers

SUPERVISES: None

PURPOSE OF POSITION

Responsible for the performance of professional activities associated with Fire and Emergency Medical Services for the City in an effort to protect life and property. Work involves the performance of duties at fire scenes to extinguish fires safeguard lives salvage property prevent the recurrence of fires and protect properties from the elements vandalism and theft.

ESSENTIAL JOB FUNCTIONS

Responds to emergency fire and other disasters and performs fire suppression salvage and overhaul activities.

Drag charged/uncharged hoses and pulls or carries ladders up to or into burning structures or objects drags or carries hoses up or down ladders and stairs and directing water streams at fire sources.

Performs salvage operations removes burning or smoldering objects and overhauling them to ensure extinguishment removes debris and safeguards structures or objects from theft or vandalism.

Enters structures or objects using hand and power tools including but not limited to; axes pike poles battering rams jaws of life saws hammers pry bars and other tools to facilitate ventilation or to gain entry.

Safely operates specialized fire apparatus hand and power tools and equipment.

Systematically performs search and rescue operations to locate victims and assist carry or drag them to safety.

Responds to medical emergencies and/or rescue operations; assesses patient(s) condition and performs emergency medical services utilizing medical equipment supplies and universal precautions transports patient(s) to medical facilities.

ESSENTIAL JOB FUNCTIONS (CONTINUED)

Participates in fire inspection activities including but not limited to: inspecting facilities and equipment on public or private property for compliance with fire codes and assisting

in preparing reports of findings of inspections.

Attends and participates in various classroom self-study and field training programs to develop and demonstrate proficiency in fire suppression fire prevention hazardous material and emergency medical service functions; obtains and maintains certifications as required.

Accurately completes required administrative inspection fire and emergency medical reports and documents and enters data into the proper programs.

Performs other related duties as assigned or as the situation dictates within the scope of this classification.

An employee in this classification exercises some independence in the performance of duties and receives close supervision from a supervisor.

Ability to demonstrate self-confidence and self-reliance and to take action when required by the situation ability to maintain alertness observational skills and memory recollection.

KNOWLEDGE SKILLS AND ABILITIES (CONTINUED)

Ability to effectively communicate with members of the community Fire Department and other personnel.

Must possess the ability to co-exist and work cooperatively with a group of individuals for twenty-four hours at a time without regard for such characteristics as gender race religious or cultural background.

Ability to exert 50 to 100 pounds of force frequently and/or 10 to 20 pounds of force constantly.

Ability to perform public relations activities by making presentations to school day care and other interested groups to give tours of fire stations and to explain fire safety and prevention measures and the use and operations of equipment.

Ability to meet with victims relatives and friends of victims and members of the public to calm them or to gain important information.

Ability to apply Firefighter Code of Ethics.

ESSENTIAL EDUCATION CERTIFICATIONS/LICENSES AND EXPERIENCE:

High school diploma or equivalent is required.

Must possess a valid drivers license at the time of hire and maintain it throughout the course of employment.

Must be at least 18 years of age at the time of hire.

Must have a current Nebraska State Emergency Medical Technician or higher license at time of hire and maintain throughout the course of employment.

Must have Firefighter I or completed a Firefighter I course from a college or university at the time of hire and receive their state certification for Firefighter I within the first year of hire.

Must maintain all certifications and licenses as required.

Failure to maintain any of the above listed may result in disciplinary action up to and including termination.

Must NOT have any NFPA 1582 Category A medical conditions regarding eyes and vision:

NFPA 1582 Category A medical conditions shall include the following:

• Far visual acuity less than 20/40 binocular corrected with contact lenses or spectacles or far visual acuity less than 20/100 binocular for wearers of hard contacts or spectacles uncorrected.
• Color perception-monochromatic vision resulting in inability to use imaging devices such as thermal imaging cameras.
• Monocular vision
• Any eye condition that results in the candidate not being able to safely perform one or more of the essential job tasks.

Must be willing to submit to a psychological medical and drug testing examination following a job offer.

Prior experience as a part-time firefighter with the Bellevue Fire Department is preferable.

ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS

Firefighters are often placed in a position of physical and mental stress and are required to perform physically demanding work while wearing full protective gear and a self-contained breathing apparatus which may weigh approximately 50-75 pounds. Work requires intense concentration during life threatening situations for extended periods of time. An incumbent in this position will be subject to frequent and constant standing walking running bending twisting stooping squatting crawling kneeling climbing reaching and lifting above and below shoulder level pushing/pulling lifting and carrying up to 100lbs. or more with or without assistance.

Firefighters are required to work in indoor/outdoor settings under various weather conditions and amid extreme fluctuations in temperature of heat and cold. Work may be performed in confined spaces at elevated heights of 100 ft. or more or on slippery or uneven surfaces. An employee may be exposed to blood and other body fluids infectious agents hazardous substances high noise level sharp objects smoke dust radiation hazards noxious odors uninsulated or unshielded electrical hazards and burn injuries.

Resides and works with a number of other employees in close proximity for up to twenty-four hours or more at a time. Works a varying schedule and/or shift including weekends and holidays.
