Job Summary

The Senior Project Coordinator (SPC) Operations Project Delivery (OPD) will assist in managing the development of complex infrastructure projects focused on track and signals from inception to close-out. The SPC is responsible for assisting the Project Team to develop process and control scopes budgets and schedules; assists the team overseeing design and construction and consultants and contractors; and ensuring operational alignment throughout the project lifecycle. This position plays a critical role in integrating capital investment with operational goals advancing system safety reliability and efficiency while supporting a team of Directors Project Managers Resident Engineers consultants and contractors.

Duties & Responsibilities

  • Assist in the delivery of complex projects in accordance with the following MBTA policies and procedures as stipulated in the Project Managers Manual; Project Controls Manual; Quality Assurance Manual; Resident Engineers Manual; Contract Administration Policies and Procedures; MBTA Directives published on the MBTA Web Page or provided directly by the Authority.
  • Assist in analysis and appraisal of current project status and forecast of activities to ensure completion of the project on schedule and on budget.
  • Program-level reporting and assistance on several individual projects that roll up to a program.
  • Prepare project-related correspondence reports charts and presentations utilizing Microsoft Word Excel Database and PowerPoint.
  • Work independently in addressing complex tasks in a time-sensitive environment. Follow up on actions required for task and project completion while seeking guidance as necessary.
  • Assist in the negotiation and processing of consultant contracts professional service amendments and contractor claims payment invoices or change orders.
  • Organize and maintain effective means to interpret present and communicate project information at internal and external meetings with legislators community groups and public agencies.
  • Organize and prioritize workload assist Project Manager Director and/or Deputy Chief in identifying project needs/requirements.
  • Coordinate project tasks with other Engineering & Capital Division personnel including contract administration staff field staff and other project coordinators as required.
  • Coordinate closely with MBTA Operations Engineering Maintenance Capital Planning and other stakeholders to integrate service considerations and stakeholder input to ensure satisfaction with project results.
  • Assist in coordinating complex projects with outside agencies abutters utility companies and community groups who are affected by proposed construction as required.
  • Respond to each inquiry whether from a customer vendor or co-worker in a professional and courteous manner.
  • Adhere to the rules regulations collective bargaining agreements and policies of the Authority including the EEO Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Attend off-site meetings as necessary.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • A Bachelors Degree from an accredited institution.
  • Four (4) years of experience in project administration or coordination duties.
  • Proficiency with Microsoft Word Excel Access Database and PowerPoint.
  • Effective professional writing and communication skills.
  • Self-starter with the ability to work productively independently and as part of a team.
  • Excellent organizational analytical confidentiality multi-tasking time management and interpersonal skills.
  • Ability to effectively communicate with customers employees and vendors.
  • The ability to work effectively with a diverse workforce.

Preferred Experience and Skills

  • A Bachelors degree in Engineering Architecture Construction Management or Contract Management.
  • Experience providing project support in a transit and/or construction procurement environment.
  • Working knowledge in Project Management Software: Capital Management Systems (CMS) Project Management Information Systems (PMIS) and People Soft (FMIS).

Substitutions Include

  • A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.
  • An associates degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelors degree requirement.
  • A masters degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Job Conditions:

  • Be at least eighteen (18) years of age except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston MA metro area as required by the role.

  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate) including overall employment job performance discipline and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check comprehensive background screening and / or medical Clinic screening potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned directed or necessary for this position including (for some transit / operations roles) up to twenty-four (24) hours per day seven (7) days per week as necessary to accommodate severe weather conditions emergencies or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally interns / co-ops must have valid work authorization and U.S. Social Security Numberprior to starting their positions and throughout the duration of their program.
