Division of Youth Services - Campus at Mount ViewYouth Services Center


About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21 who are pre-adjudicated sentenced or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum a State-funded locally administered program that provides services to youth at risk of further progressing into the juvenile justice addition to residential programming the Division administers juvenile parole services throughout the State.

Summary of this position:

Supervises plans and assures educational services to the students including supervision for the individualizing and integrating of curriculum that meets student needs; facilitating communication between the school program and other programs in the facility; maintaining security meeting all policy and procedures of the facility; meeting all legally mandated state and federal standards for education; assure communication to Central Office and stakeholders; assure human resource processes are followed and mentoring occurs for teaching staff. Principal is the mentor to staff and creates school where students learn grow and progress in all areas of education to transition back to the community.


Specific duties include:
Curriculum Instruction and Data

Program Supervision and Compliance
  • Ensure development and implementation of academic Title I special education and vocational programs.
  • Establish and maintain compliance with state/federal laws and DYS education/special education audit standards.
  • Oversees and/or completes all reporting as required in these areas at requested intervals.
  • Manages budget provided by DYS Education Office to meet program goals and compliance. Develop implement and monitor yearly school development plan and communicate the challenges and successes related to the implementation of the strategic plan.
  • Assure understanding and use of all Education Office processes and forms.
Staff Supervision and Coaching
  • Supervises staff through classroom observations monthly classroom walk throughs that are documented and shared PMP evaluations and ongoing supervision meetings assignment of duties/areas/schedules approval of annual & sick leave and facilitating meetings and scheduling professional development opportunities.
  • Ensures educational practices for student behavior management are utilized as needed.
  • Hires and trains new staff as needed.
Safety and Security
  • Evaluates and regulates security and safety of students and staff by exercising security and control practices pursuant to agency standards.
  • Ensures all staff follow required safety and security policies and practices of the facility.
  • Regularly evaluate the school physical plant for safety/security issues: broken furniture damage to walls/windows/doors cluttered classrooms.
  • Assures that behavior management practices are consistently implemented to include policy and Sanctuary groups.
Assessment
  • Review and assure ongoing high quality classroom assessments to evaluate student achievement.
  • Ensure teachers use both formal and informal assessments in evaluating the skills of students while continuing to assure grades and grade practices are uniform fair and aligned with education office philosophy.
  • Evaluate school performance data to make recommendations for improving instructional practice.
  • Provide reporting on assessments as requested by Education Office.
  • Oversee the education assessment specialists and ensure their work product and performance meets requirements.
Communication and Teamwork/Culture and Climate
  • Collaborates and communicates with clinicians client managers facility administration students and parents regarding the school program practices and outcomes for students.
  • Assures communication is ongoing consistent clear and professional with DYS staff and Education Office and assures MDTS are part of the ongoing communication process.
  • Utilizes communication tools to ensure all stakeholders work together to support the educational needs of the students.
  • Serves on the facility leadership team as an active participant.
  • Participates in monthly DYS principal meetings.
  • Schedules regular round tables and other tools for staff.
  • Meets monthly a minimum with Education Office.

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred qualifications:
  • Current and valid Colorado Principal license issued by the Colorado Department of Education
  • Strong organizational and time management skills.
  • Experience developing implementing and/or monitoring educational programming standards-based curriculum special education services and trauma-responsive/restorative environments.
  • Emotional intelligence and ability to lead a team.
  • Experience with at-risk youth.
  • Masters degree from an accredited college or university
Highly Desirable Knowledge Skills and Abilities:
  • Colorado Academic Standards for K-12 education.
  • Demonstrated knowledge in Microsoft Word PowerPoint and Excel.
  • Attention to detail.
  • Ability to build relationships with stakeholders.
  • Strong decision-making skills and follow through.
  • Ability to positively and professionally interact withadministrators staff parents clients community members and the judicial system.
  • Excellentoral communication skills.
  • Ability to collaboratively problem solve ask for and use feedback and create positive culture and climate.
Conditions of Employment:
  • Must be 21 years old or older.
  • Full background: CBI name check and fingerprint check ICON Colorado court database Medicare fraud database Reference Checks Professional License verification (licensure requirements) Drug Screen PREA Trails check.
  • Must possess and maintain a valid US drivers license.
  • Travel is required to attend a professional development meetings or training within the state
  • Current and valid Colorado Principal License or ability to obtain one; current and valid CDE teaching license
  • Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy Field Training Program (FTO) and mandatory annual training in all subject areas.
  • Must be able to pass Escape and Evade training.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS
  • The Diana Screen a sexual risk screening tool is administered to all applicants to the Division of Youth Services (DYS) seeking positions of trust with children and teens to help ensure that ethical boundaries between children and adults are maintained. At the DYS the safety and protection of the youth who have been entrusted to us is our #1 priority. The results of the Diana Screen will be provided to the Division of Youth Services and may be used as part of the Divisions decision on whether a candidate is selected.
