The Social Care and Education Systems Team plays a central role in how Norfolk County Council delivers its statutory responsibilities. We design develop and optimise a suite of critical systems including System C and Access Group products (LAS LCS EHM ContrOCC E-brokerage and Synergy) ensuring they remain robust intuitive and aligned to the evolving needs of Childrens Services Adult Social Care and Finance.

Were looking for a skilled motivated Business Analyst to lead the commissioning requirements gathering testing and implementation of enhancements and new functionality across our Childrens Social Care systems and portals.

What youll be doing

  • Leading end-to-end business analysis activity: understanding user needs mapping processes defining requirements and translating them into clear actionable specifications.
  • Working closely with system suppliers operational teams and multi-agency partners to ensure solutions are fit for purpose user-centred and compliant with legislation and statutory guidance.
  • Driving continuous improvement by identifying opportunities to optimise workflows reduce complexity and enhance the user experience.
  • Coordinating testing cycles (UAT regression testing defect management) and supporting successful implementation and transition into business-as-usual.
  • Helping colleagues navigate upcoming Ofsted regulatory and operational pressures by ensuring our systems remain stable effective and resilient.

About you

Youll bring:

  • Strong analytical and problem-solving skills with the ability to make sense of complex information and confidently recommend solutions.
  • Excellent communication and interpersonal skills youre a natural collaborator who builds positive relationships across teams and professional boundaries.
  • The ability to work in a fast-paced dynamic environment managing competing priorities and delivering high-quality work to tight deadlines.
  • A genuine commitment to improving outcomes for children and families and an openness to learning about new areas of practice and policy.

Experience in social care education local government or enterprise systems is beneficial but not essential what matters is your mindset capability and enthusiasm.
