POSITION SUMMARY:
Using a community development approach this position leads develops coordinates and facilitates strategies partnerships programs and services that respond to social barriers that impact equity-deserving communities. It is responsible for leading community engagement activities and providing consulting services to a variety of community-based organizations stakeholders and partners to identify needs and appropriate responses to support safe welcoming and inclusive social participation. This position reports to the Coordinator Social Policy & Programs.

This position provides administrative support work in the Urban Planning and Building Divisions. This position is responsible to provide customer service to internal and external customers and to prepare correspondence and reports. This position reports to the Secretary II.
DUTIES AND RESPONSIBILITIES:
- Provides direction and advice to support inclusive municipal policies strategies and programs for equity-deserving populations including people with disabilities youth seniors newcomers older adults Indigenous people 2SLGBTQ/gender and sexually diverse communities those who are unhoused and/or food insecure and others facing barriers to access.
- Identifies community needs related to targeted populations and facilitates the planning and delivery of pro social and inclusive community services to meet those needs.
- Facilitates public consultation and analysis of issues and trends related to community safety and wellbeing
- Participates and assists in the development of the Citys role in long and short-term plans and policies that promote a strong social infrastructure for targeted populations in Regina.
- Facilitates and negotiates the development of partnerships that contribute to the effective delivery of inclusive programs a reduction in barriers to participation and increase in community engagement for equity-deserving populations including people with disabilities youth seniors newcomers older adults Indigenous people 2SLGBTQ/gender and sexually diverse communities those who are unhoused and/or food insecure and others facing barriers to access.
- Facilitates a community development approach which assists community-based organizations that deal with targeted populations to build their capacity to deliver programs and services that support safety wellbeing and inclusion regardless of background capacities and economic status.
- Selects supervises recruits trains schedules and evaluates performance of staff as required.
- Develops and implements policies and procedures necessary to ensure the effective and efficient expedition of various community programs and community investments for target populations or organizations.
- Represents the Community Well-being Department on interagency planning bodies and working groups related to programs and services for target populations.
- Hosts interagency meetings and working groups such as the Extreme Weather Committee and Community Wellbeing table.
- Performs related work as required.
QUALIFICATIONS:
Knowledge Abilities and Skills:
- Knowledge of needs assessment and strategic planning principles and practices with demonstrated ability to implement sound community development processes.
- Knowledge of and experience leading community engagement and consultation processes.
- Knowledge of participation processes group facilitation team building and group dynamics.
- Knowledge of and demonstrated ability to apply project management principles and practices.
- Ability to research analyze and summarize reliable information and determine action required.
- Ability to use various computer software programs such as Word Excel asset management software and scheduling software.
- Ability to communicate ideas and concepts effectively in oral and written form to a variety of audiences including formal public presentations written reports and the development and delivery of training and resource materials.
- Ability to negotiate mutually beneficial agreements and to manage change through decision-making problem solving and consensus building.
- Ability to establish and maintain effective working relationships and to work cooperatively with staff peers supervisors volunteers elected officials and the public.
EDUCATION AND EXPERIENCE:
- The knowledge skills and abilities required are obtained through completion of a four (4) year University Degree in Social Work Social Sciences or related field combined with a minimum of three (3) years experience in community engagement inclusive and accessible programming including working in a facilitative role with community-based organizations that support those that face barriers to participation in civic life.
- Demonstrated lived experience with homelessness food insecurity racism & discrimination and/or other forms of marginalization or oppression and/or identification with an equity-deserving population
WORKING / OTHER CONDITIONS:
- Must have the means and ability to travel within the city of Regina and work flexible hours which may include evenings and weekends.
