What Youll do:
We are seeking an experienced Change Management Specialist with a proven track record in leading organizational change management efforts for federal technology projects including Robotic Process Automation (RPA) initiatives supporting Federal Financial Management and Audit environments. This role will focus on strategic communications stakeholder management and training development/delivery to support large-scale transformation with particular emphasis on driving adoption of automated financial and audit-ready processes in regulated federal settings.
Key Responsibilities:
Change Management: Design and implement robust change management strategies tailored to federal system implementation projects and RPA-enabled process transformations ensuring seamless organizational adoption. Apply industry-leading methodologies including but not limited to:
Change impact analyses (including impacts of automation on roles controls and workflows)
Stakeholder assessments (finance audit internal controls IT security and operations)
Comprehensive change management plans
Surveys and success measurement
Communication and training plans to prepare users for upcoming changes and new automated ways of working
RPA Federal Financial/Audit Adoption:
Lead change activities for RPA deployments automating Federal financial and audit processes (e.g. reconciliations transaction testing support evidence collection reporting funds control AP/AR travel/payroll support)
Partner with financial management audit readiness and internal controls teams to ensure automations are understood trusted and adopted and that resulting outputs are traceable and audit-defensible
Support development of change artifacts tied to controls and compliance such as updated SOPs process narratives control maps and audit evidence procedures reflecting RPA-enabled workflows
Strategic Communications: Collaborate with internal teams to design and deliver clear user-friendly communications through various channels to prepare users for organizational and technological changes including messaging that explains why processes are being automated what is changing and how audit/financial outcomes improve.
Stakeholder Management: Build strong relationships with diverse stakeholders serving as the primary liaison between program teams customers and end-users to ensure seamless adoption of new systems and processes. This includes close collaboration with Federal CFO organizations audit teams system owners and security stakeholders impacted by RPA.
Training Development and Delivery: Lead the creation and execution of tailored training programs including virtual and in-person sessions video modules and instructional materials to support end-user adoption and organizational readiness. Training will include RPA-specific content such as humanbot handoffs exception handling new control checkpoints and reading/using automated outputs for audit support.
Metrics and Continuous Improvement: Establish metrics to measure change management success track engagement gather feedback and continuously improve communications training and stakeholder engagement strategies. Track RPA adoption metrics such as bot utilization reduction in manual rework exception trends and user confidence in automated financial/audit outputs.
Agile Integration: Apply agile methodologies to streamline change management activities ensuring efficient and effective implementation of complex federal systems and iterative RPA releases. Participate in sprint planning demos and retrospectives to align change activities with incremental automation delivery.
Required Qualifications:
Bachelors degree in business organizational development or a related field
5 years of organizational change management experience specifically supporting federal technology projects including process transformation efforts affecting financial audit or compliance workflows
Demonstrated proficiency in communications strategy stakeholder engagement and training development/delivery in large-scale IT transformation initiatives
Experience supporting adoption of automation or RPA solutions especially where processes must remain compliant with Federal financial/audit standards and internal controls
Strong written and verbal communication skills with the ability to influence and guide diverse stakeholder groups
Must be legally authorized to work in the United States without employer sponsorship
Must be able to obtain and maintain a Secret Clearance per contract requirements
Must be local to the Washington DC metro area and willing to work on-site as needed
Preferred Experience:
Advanced degree in I/O Psychology or a related field
Change management certification (e.g. CCMP Prosci or Kotter)
Experience with business process re-engineering and management consulting.
Familiarity with Federal financial management and audit readiness frameworks and constraints (e.g. internal controls audit evidence expectations OMB/GAO-aligned practices).
Exposure to common RPA platforms (UiPath highly preferred) and/or automation governance in Federal environments.

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case.
