Supervisor of Payroll and Benefits

Full-time - 35 Hours Per Week - 12 Month Position (1.0 FTE)

The Supervisor of Payroll and Benefits is accountable to the Manger of Finance and is responsible for the accurate and timely input and processing of all functions related to payroll maintaining and providing benefit and pension and legislatively required information and reports. The incumbent will also provide lead payroll and benefit support to the Payroll and Benefits Clerks with administrative and process related responsibilities.

Candidates must possess:

  • College Diploma or University Degree in a related field such as Business Administration Accounting or Payroll and Benefits Administration or equivalent.
  • Canadian Payroll Association (CPA) or Certified Payroll Manager (CPM) designation is required.
  • Minimum of five (5) years related work experience in payroll/benefits implementing best practices for improved efficiencies preferably in an educational setting or the broader public sector. Experience in a unionized environment is an asset.
  • Proven supervisory experience in a unionized environment and the ability to provide positive leadership to staff and contribute to the establishment of an effective team.
  • Strong analytical skills with a commitment to accuracy attention to detail including meeting deadlines.
  • Demonstrate personal initiative sound judgement strong interpersonal organization and communication skills with the ability to function effectively and collaboratively with administrators staff outside agencies and others.
  • Current knowledge of legislation regulations and rules pertaining to employment pension benefits and statutory deductions. Ability to provide excellent customer service when dealing directly with employee inquiries regarding pay Collective Agreements current legislation deductions and taxes.
  • Advanced understanding and skill in use of payroll systems and other applications (Excel Access Power Point report writing etc.).

Duties will include but are not limited to the following:

  • Responsible for the supervision and support of Payroll staff including hiring training performance management organization of work discipline and professional development activities.
  • Responsible for ensuring current knowledge of government legislation pension guidelines Board Policy and collective agreements affecting payroll pensions and insurance benefits (Service Canada).
  • Works collaboratively with Human Resources staff ensuring required payroll information is received and processed according to appropriate Collective Agreements and Terms and Conditions of Employment.
  • Responsible for accurate efficient and timely processing of payroll for all employee groups in accordance with relevant collective agreements and statutory requirements including but not limited to:
    • Review and approve calculations of pay related changes for special circumstances retroactive pays pro-rated salaries FTE changes QECO changes terminations leaves of absence job changes and garnishees
    • Prepare accurate annual reporting requirements including T4s T4As OMERS and TPP reports public salary disclosure SBCI estimate reports etc.
    • Review and approve TPP and OMERS Administrative Forms and remittances
    • Implement and process Source deduction and EHT files for electronic payment to CRA
    • Import Payroll Journal Entries through interface to Accounting system and perform monthly reconciliation of payroll liability accounts.
  • Responsible for the administration of the employee benefits in accordance with statutory requirements collective agreements and employer benefits plan including but limited to:
    • Provides assistance to employees regarding Teachers and OMERS pension plans ensuring employee records are accurate and pension inquiries are resolved in a timely manner
    • Administer files and reports required by the Employee Life Health Trust (ELHT) for all employee groups
    • Administer and reconcile OTIP Long term disability premiums.
    • Prepare and reconcile OTIP demographics report annually.
    • Manage Employee paid benefits EFT withdrawal file.
  • Liaison with employees other departments and external agencies providing timely responses and information as required
  • Perform other duties as assigned by the Manager of Finance.
