The preferred working location for this role is the Medtronic facility located in Mounds View Minnesota; however the individual may also work remotely within the US or onsite at another US-based Medtronic facility.

We are seeking a highly experienced Strategic Program Leader to oversee Enterprise Architecture (EA) and Application Portfolio Management (APM) Governance across Medtronic. This role will be pivotal in helping to drive strategic alignment between IT and business leaders to ensure the organizations technology landscape supports its long-term business objectives. The ideal candidate will lead cross-functional teams to review solutions that balance design thinking technical debt management and risk mitigation while adhering to IT processes and standards.

The Strategic Program Leader will serve as a thought leader and trusted partner collaborating with senior leadership across IT and operating units to ensure we make sound scalable architectural decisions that enable growth innovation and cost efficiency.

Key Responsibilities

Enterprise Architecture Leadership

  • Maintain and follow the enterprise architecture strategy artifacts ensuring it aligns with the organizations long-term business and IT goals.
  • Collaborate with IT and business leaders to ensure they are following the governance artifacts and requirements for all technology projects to ensure we are optimizing the portfolio and costs across Medtronic.
  • Facilitate the Enterprise Architecture and APM evaluation selection and integration of new technologies ensuring they fit within the enterprise architecture framework and promote innovation.
  • Foster a culture of design thinking ensuring user-centric approaches to problem-solving and solution development across the enterprise.

Application Portfolio Management (APM) Governance

  • Develop and govern the global application portfolio management strategy ensuring applications are aligned with business value technical feasibility and financial objectives.
  • Partner with IT Platform owners and leaders to evaluate the application landscape identifying opportunities for rationalization cost optimization and risk reduction.
  • Lead initiatives that assess and mitigate technical debt ensuring technology solutions remain scalable and sustainable over time.
  • Manage the lifecycle of key applications from selection through retirement ensuring adherence to IT standards and business objectives.
  • Provide work direction to the analysts on completing application requests incidents and also managing the overall data quality and governance.

Risk Management & Compliance

  • Develop risk management strategies to identify and mitigate risks associated with enterprise architecture and application portfolio decisions.
  • Ensure all technology investments are compliant with regulatory requirements IT governance policies and security standards.
  • Collaborate with security compliance and legal teams to proactively address any emerging risks or compliance issues.

Collaboration & Partnership

  • Serve as a bridge between IT and business leaders to ensure alignment of governance processes and overall optimization of our portfolio.
  • Facilitate cross-functional workshops and strategy sessions to foster collaboration share insights and co-create architectural solutions that meet business needs.
  • Establish and maintain strong relationships with VMO to understand our strategic partners partners and external consultants leveraging their expertise to enhance internal capabilities.

Cost & Performance Optimization

  • Evaluate and optimize the total cost of ownership (TCO) for applications and technology platforms ensuring financial sustainability.
  • Ensure that technology solutions deliver measurable business value while maintaining a balance between performance cost and risk.
  • Drive financial accountability through detailed budgeting forecasting and resource planning aligned with the organizations strategic objectives.

Process Improvement & Standards

  • Establish and enforce best practices standards and frameworks for enterprise architecture and application portfolio management.
  • Lead the continuous improvement of IT processes to increase efficiency quality and innovation in solution delivery.
  • Ensure adherence to IT governance frameworks (e.g. ITIL COBIT) and enterprise-wide standards to maintain consistency and compliance.

BASIC QUALIFICATIONS

MUST HAVE (Minimum Qualifications)

  • 10 years of experience with a bachelors degree or 8 years of experience with an advanced degree
  • 7 years of managerial experience
  • 8 years of experience in IT leadership enterprise architecture or application portfolio management preferably within a global cross-functional environment.

DESIRED/PREFERRED QUALIFICATIONS

NICE TO HAVE (Preferred Qualifications)

  • Strongly Preferred:
    • Previous Medtronic experience
    • Certifications: TOGAF ITIL or equivalent certifications in architecture and IT governance preferred
    • Strategic Thinking: Ability to anticipate future trends see the big picture and help drive a long-term enterprise architecture strategy and program in collaboration with key stakeholders.
    • Leadership: Proven experience in leading cross-functional teams and driving enterprise-wide initiatives.
    • Collaboration & Communication: Exceptional interpersonal skills with the ability to influence and build partnerships with senior leadership business and technical teams.
    • Risk Management: Strong experience in identifying and mitigating risks related to technology security and operational effectiveness.
    • Financial Acumen: Ability to manage budgets optimize costs and ensure financial sustainability of IT solutions.
    • Technical Expertise: Deep knowledge of enterprise architecture frameworks cloud computing AI machine learning and application portfolio management strategies.
    • Innovation Mindset: Strong advocate for design thinking and creative approaches to solution development.
    • Process & Governance: Expertise in IT governance models standards and processes with the ability to enforce compliance globally.

The provided base salary range is used nationally (except in certain CA locations).The rate offered is compliant with federal/local regulations and may vary by experiencecertification/education market conditions location etc.
