Want to help the vulnerable populations Join the Office of Managed Health Care team within the Division of Integrated Healthcare as a Health Program Manager.

The Health Program Manager II position within the Office of Managed Healthcare develops manages and coordinates the resources required to deliver Utah CHIP and Medicaid programs for the Division of Integrated Healthcare. This position is responsible for writing contracts monitoring contract deliverables and responding to member provider and health plan issues. This position reviews maintains and updates the CHIP and Medicaid State Plans Utah Rules and manuals for assigned programs to ensure consistency and accuracy; plans and allocates resources to ensure Department policies and state/federal statues are fully compliant and consistent; provides expert consultation to public and private health care providers; manages assigned programs as directed; and collaborates with other state and county agencies programs providers and community-based organizations. This position may supervise subordinate personnel.


  • Preference may be given to current or previous state employees or those with a bachelors degree or higher.

Responsibilities

  • Plans and manages projects and/or programs. Writes (or discusses) project/program plan(s) recommendation(s) and/or finding(s).
  • Writes and updates contracts.
  • Develops and updates policies procedures and rules.
  • Coordinates and assigns projects; approves system changes and establishes project priorities.
  • Provides consultation makes recommendations gives appropriate advice and/or facilitates decisions.
  • Represents the agency with federal state and local government units in the media or with private organizations.
  • Ensures compliance with applicable federal and/or state laws regulations and/or agency rules standards and guidelines etc.
  • Develops and implements procedures in response to agency policy state and federal laws etc.

Qualifications

    • control or direct the operation of a program or function
    • provide consultation and provide solutions to problems
    • develop and/or implement new policies/procedures/standards and/or rules/regulations
    • communicate information and ideas clearly and concisely in writing; read and understand information presented in writing
    • speak clearly concisely and effectively; listen to and understand information and ideas as presented verbally
    • plan organize and prioritize time and workload in order to accomplish tasks and meet deadlines

Supplemental Information

  • Risks found in the typical office setting which is adequately lighted heated and ventilated e.g. safe use of office equipment avoiding trips and falls observing fire regulations etc.
  • Typically the employee may sit comfortably to perform the work; however there may be some walking; standing; bending; carrying light items; driving an automobile etc. Special physical demands are not required to perform the work.
  • EffectiveJuly 1 2021 State of Utah Employees must either reside in Utah or be in the process of relocating to Utah within 30 days of their start date.

  • This position may currently be a hybrid of both in-office and remote work days. Please note a positions eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.

  • Standard work schedule: Monday through Friday 8:00 am to 5:00 pm.
