Job Summary

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSSs technology services organization. ITS mission is to support the daily emergent and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications including a variety of client eligibility recertification case management housing employment and work engagement services revenue producing computer matches claiming and personnel systems.

Information Technology Services (ITS) is recruiting for one (1) Associate Staff Analyst to function as an Operations Trainer who will:

-Prepare and distribute communication for instructor-led training outside vendor training and DCAS training to participant in training liaisons using Outlook Teams and the agencys learning management system Absorb. Monitor registration of training courses through in-house schedule and Absorb to ensure all participants are properly informed prepared and able to engage fully in their assigned training.

-Conduct traditional and virtual instructor-led courses on beginner level Microsoft Office applications including Teams Word Outlook Windows and Excel. Provide guided demonstrations hands-on practice activities step-by-step walkthroughs of core features and real-world scenarios to help participants perform essential tasks and ensure participants can apply these skills effectively in their operational roles.

-Create update and analyze training material including training modules hand-outs visual aids study guides and presentations as a resource to accompany training courses. Consult with the Division Director on any new training trends and methods currently in use to assist in maintaining a modern and efficient training unit.

-Process ITS and DSS/HRA/DHS staff requests for in-house and DCAS training. Monitor availability and funding of courses and approvals from managers training coordinators and Office of Policy Procedures and Training (OPPT) before completion of registration.

-Apprise the Director of training and performance needs including updates required for training material notable trends in training statistics and any communication that must be relayed to the agencys training liaisons and HRBPs. Analyze and recommend specific technical/non-technical courses given by outside vendors if in-house resources are not sufficient.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.

associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in 1 above.

4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in 1 above.

5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
