Job Summary

The Division of Disease Controls mission is to safeguard the health of New Yorkers through identification surveillance treatment control and prevention of infectious diseases which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Division Management & Systems Coordination (DMSC) leads administrative surveillance informatics preparedness policy communications community engagement and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs. We are seeking to fill positions in the Division of Disease Control that will provide key support for DOHMHs infectious disease control work in New York City. It is expected that the position will work up to 35 hours per week to help scale up implementation of electronic case reporting. This position will work with projects related to the Data Modernization Initiative (DMI) and will report to the Senior Director of Division Strategy and Resource Management for DMSC.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Work with the Surveillance Unit to execute implement and maintain electronic case reporting (eCR).
-Coordinate with surveillance programs to ensure all reportable conditions are published in the Reportable Conditions Knowledge Management System; routinely review and update already published conditions and reportability responses.
-Develop and implement communication plan to update surveillance programs on eCR status and issues as well as tools to evaluate training needs.
-Oversee the eCR registration onboarding and certification process for NYC health care organizations (HCOs); update and certify onboarding status as HCOs move through the onboarding lifecycle.
-Conduct research data analysis monitoring and prepare reports for eCR to ensure data quality and reporting compliance; liaise with HCOs to implement and maintain records
-Manage external relationships with hospital and healthcare networks technical support staff and internal surveillance programs to support eCR onboarding processes troubleshoot challenges implement solutions and evaluate results.
-Other duties as assigned.

PREFERRED SKILLS:
-MPH or related masters degree from an accredited college or university and a minimum of two years of experience directly related to the duties and responsibilities specified above.
-Experience with Electronic Medical Records (EMR).
-Experience with Microsoft Excel SQL and/or HL7 (preferred).
- Excellent communication and writing skills.
-Strong interpersonal communication and time management skills; ability to be respectful and understanding of the diverse perspectives of staff and work with them to resolve differences.
-Proficiency in navigating computer systems; ability to learn new data systems quickly and to comply with data integrity and security to safeguard all personally identifiable information.
-Experience with project management (preferred).

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
