Under general supervision monitors performance of all components of contract security including the audit of invoices. Assists in monitoring and reporting crime trends on CTA and public safety strategies with local law enforcement agencies.
PRIMARY RESPONSIBILITIES
Monitors by means of surveillance or direct interview and observes the performance of contracted vendors providing security to the Authority to ensure contract compliance.
Maintains records and files of investigative activities.
o Catalogues recorded video and maintains database for ascertaining when video was recorded and to whom it was tended. Obtains reviews and preserves video evidence of crimes and incidents occurring on CTA property.
o Coordinates with CTA Control Center Security Controllers on reports of security breaches and criminal activity on the system.
o Testifies in court when necessary in civil or criminal proceedings.
Provides reporting and documentation on various Security department activities and initiatives.
o Prepares various reports on evaluations of security assessments to determine need for installations upgrades or repair of security systems and devices.
o Prepares and submits audit billing reports on vendors to appropriate personnel.
o Records and reports occurrences that demonstrate deviation from established performance criteria regarding contract vendors or CTA employees.
Gathers and performs research as it relates to the Security department.
o Tracks and reports crime statistical data to the Federal Transit Administration (NTD Database).
o Gathers correlates and organizes facts/evidence to develop probable cause to present cases before the States Attorneys Office to aid in the prosecution of CTA offenders.
o Collecting analyzing and providing CTA crime statistics and crime patterns to properly deploy law enforcement and security contract resources at CTA facilities to ensure security
Mitigates a crime scene during CTA security related emergencies or major incidents to expedite the restoration of service.
Briefs outside agencies on CTA infrastructure and equipment for unseen situations or potential emergencies.
Attends Rap Session for the purpose of monitoring and reporting crime trends on CTA and public safety strategies with local law enforcement
Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS
Associates degree in criminal justice or a related field plus one (1) year of experience in the field of security or law enforcement or an equivalent combination of education and experience in a related field.
Must possess a valid State of Illinois Drivers License.
PHYSICAL REQUIREMENTS
Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
Should be in good physical condition. Investigations require inspection of areas with uneven terrain moving great distances and the traversing of stairs.
Conducting surveillances in and around CTA property.
Conducting property assessments which might involve traversing stairs and moving long distances.
May be required to be able to tolerate extreme weather conditions.
Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
KNOWLEDGE SKILLS AND ABILITIES
Detailed knowledge of the Authoritys operations rules and regulations coupled with the ability to assess and track criminal activities on the system.
Working knowledge of Closed Circuit Television (CCTV).
Working knowledge of the operations of a comprehensive security system preferably in a transit environment.
Working knowledge of the principles and practices of security-related oversight compliance and enforcement.
Working knowledge of the principles and practices of policy development implementation and administration.
Working knowledge of safety and emergency operations and procedures.
Working knowledge of current and emerging security technologies and products and the best practices for their use on transit systems.
Working knowledge of related Federal State and local laws and regulations.
Strong verbal and written communication skills to maintain effective working relationship with departments employees and Managers at all levels of the internal organization as well as vendors and outside agencies.
Basic Microsoft Office Skills (Word Excel etc.)
Intermediate computer skill using Microsoft Office Suite.

WORKING CONDITIONS
General office environment.
Required to travel to various CTA field locations and transit property locations.
May be required to work various extended or irregular hours (including afternoon night or weekend shifts) in order to meet project deadlines or respond to CTA emergencies.
Must be available to respond to calls or email inquires outside regular work hours.
Rotating work schedule to ensure adequate coverage at all times and throughout the system.
