| Senior Health Officer |
| TEAM/PROJECT: Program Operations | LOCATION: Based in Cairo with frequent travel based on needs |
| GRADE: Grade 3 | CONTRACT DURATION: 6 months the position is subject to fund approval and the contract will be limited to the confirmed end date. |
ChildSafeguarding: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. |
ROLE PURPOSE: The Senior Project Officer will be responsible for leading the day-to-day implementation of all health and nutrition project activities ensuring timely delivery high quality and compliance with donor requirements. Working under the supervision of the Project Manager the Senior Officer will directly supervise the health team including health officers medical coordinators and community health workers CHWs and ensure high quality delivery of system strengthening community health and health referrals interventions. This role requires strong will coordination with internal business partners healthcare providers and public institutions to strengthen community-level health interventions and enhance the resilience of public health systems serving refugees migrants and vulnerable host communities. |
SCOPE OF ROLE: Reports to: Health project Manager Staff directly reporting to this post: This position will oversee the designated health team based on the project scope and portfolio which typically includes 12 Health Officers or 46 Medical Coordinators staff of the implementation partners (if any) in addition to supervising several Community Health Workers (CHWs) indirectly. |
Key Responsibilities 1. Project Implementation & Coordination - Lead the planning coordination and execution of all project activities in line with the approved work plan budgets and donor requirements.
- Oversee the referral care process ensuring efficiency accuracy and quality medical referrals in line with case prioritization and established SOPs.
- Maintain and expand the network of healthcare service providers ensuring timely and cost-effective medical services while identifying and highlighting any gaps or needs.
- Coordinate with supply chain team to procure and distribute medical equipment and supplies based on facility assessment findings.
- Support the implementation of facility-level capacity-building activities ensuring training plans address identified service delivery gaps and align with national strategies.
- Lead the integration of health nutrition and psychosocial components ensuring that all interventions reflect gender and MHPSS mainstreaming.
- Supervise the delivery of community outreach and awareness sessions nutrition screening group counselling and community events ensure consistency of messages and materials.
- Supervise and oversee the medical claims cycle ensuring all payments are reviewed with high medical accuracy processed on time and fully supported by the required documentation.
- Respond to any inquiries related to the medical claims review process both internally and externally.
- Support in tracking and monitoring cash advances ensuring full alignment with SCI policies and procedures
2. Team Leadership & Staff Development - Provide regular coaching mentoring and performance feedback to health Officers Medical Coordinators and CHWs.
- Facilitate team planning sessions to ensure alignment with project objectives and timelines.
- Support capacity building of team members in technical areas SCI standards safeguarding and accountability.
3. Technical Oversight & Quality Assurance Serve as the technical focal point for health and nutrition components within the project. - Ensure that health nutrition and psychosocial interventions adhere to Save the Childrens Common Approaches Sphere standards and relevant MoHP and WHO guidelines.
- Conduct joint field visits with Medical Coordinators to monitor service quality and beneficiary satisfaction.
- Support the development of culturally appropriate IEC materials training content and awareness-raising tools.
- Ensure safeguarding confidentiality and data protection standards are applied in all activities.
4. Monitoring Evaluation and Reporting - Work closely with the MEAL team to track progress against project indicators ensuring timely and accurate data collection from teams.
- Consolidate data from field teams to ensure timely and accurate reporting on project indicators including gender and age disaggregation Contribute to donor progress reports case studies and success stories.
- Participate in review and learning meetings to address implementation challenges and share lessons learned.
5. Stakeholder Engagement & Representation - Build and maintain effective relationships with local health authorities UN agencies NGOs and community representatives.
- Represent the project in technical working groups cluster meetings and coordination forums as delegated by the Project Manager.
- Facilitation coordination with primary healthcare facilities hospitals and institutions.
- Promote community participation and feedback mechanisms to ensure accountability and service responsiveness.
6. Risk Management & Compliance - Identify and escalate operational and programmatic risks to the Project Manager proposing mitigation measures
- Ensure all team members comply with SCI and donor policies including health and safety procurement and safeguarding procedures.
- Support the Project Manager in resolving bottlenecks and implementing mitigation measures

Qualifications & Experience Essential: - Bachelors degree in medicine is a Must
- Post graduate degree or certificate in public health Healthcare Management Nutrition or a related field preferred
- Minimum 5 years experience in managing health and nutrition programs in humanitarian context
- Previous experience with INGOs and humanitarian health projects particularly in working with refugees migrants and vulnerable host communities in Egypt is preferred
- Proven experience in supervising multidisciplinary teams (medical and psychosocial professionals).
- demonstrated experience in community health maternal and child health nutrition counseling and MHPSS integration.
- Strong understanding of GBV response gender mainstreaming and protection principles.
- Demonstrated ability to coordinate complex projects with multiple stakeholders.
- Excellent leadership communication and problem-solving skills.
- Fluency in Arabic and English (written and spoken).
Desirable: - Experience managing donor-funded projects (AECID SDC UN etc.).
- Familiarity with MEAL processes data management and donor reporting
