About The Harris County Community Supervision and Corrections Department (CSCD):
The Harris County Community Supervision and Corrections Department (CSCD) is one of the largest probation departments in the United States supervising more than 70000 individuals and employing over 600 staff members across 6 locations. We provide a wide range of services including community supervision outpatient counseling cognitive-behavioral programming and residential treatment designed to strengthen our clients abilities and support their long-term success. With a focus on utilizing evidence-based practices we aim to improve outcomes and reduce recidivism for all clients under supervision.
Position Overview:
We are seeking a highly skilled and motivated Clinical Supervisor to lead our team of clinicians who provide court ordered comprehensive clinical evaluations and recidivism risk assessments for criminal justice involved individuals at the HCCSCD Centralized Assessment and Screening Team (CAST). As Clinical Supervisor you will ensure the delivery of comprehensive and high-quality evidence-based evaluation reports to inform the Courts regarding supervision and treatment recommendations for those individuals considered for community supervision. The Clinical Supervisor performs highly advanced specialized and/or managerial psychology work completes complex tasks and makes varied decisions within broad parameters with extensive latitude for the use of initiative and independent judgment. Provides daily supervision to Clinical Assessment Specialists but may also include CSO Assessors. As needed provide and oversee the comprehensive psychological screening and assessment services for adult community supervision clients to ensure the community supervision county and judicial staff as well as the Courts are provided recommendations to satisfy the conditions of community supervision. Systematically evaluate the consistent implementation of appropriate and effective assessment practices through personal observation staffing and the review of documentation. Ensure that all work is in compliance with departmental policies and procedures; federal state and local regulations; and licensure grant and funding requirements.
Duties and Responsibilities:- Oversee and ensure that the provision of comprehensive recidivism risk assessments psychological evaluations and diagnostic studies are executed through the administration of clinical interviews and screenings recidivism risk assessment psychological testing scoring interpretation of tests integrating data and reporting to provide supervision and treatment intervention recommendations to the Courts court personnel and the community supervision staff
- Supervises the completion of court-ordered evaluation reports that include the synthesis of information from multiple sources regarding a Clients mental health and substance abuse individual history and level of risk/need and accurate identification of criminogenic risk factors as they relate to identifying the appropriate supervision and treatment recommendations and communicates the assessment/testing results effectively in a verbal and written manner. Oversee the completion of evaluation reports in a timely manner.
- Monitor and manage the timely completion of the Texas Risk Assessment System (TRAS) and clinical evaluations synthesized into comprehensive assessments for the Court.
- Provide routine clinical and administrative supervision of clinicians on an individual and group basis for case consultation and performance evaluation.
- Review records and documentation to ensure quality completeness and timeliness adherence to all relevant regulations as well as departmental and agency policies and procedures and ethical standards.
- Identify training needs and coordinate/provide ongoing professional development opportunities for staff to ensure clinical competence and knowledge of best practices in forensic assessment and mental health and/or substance abuse disorders.
- Routinely collaborate with other CAST Supervisors as well as other CAST leadership to ensure efficient operations of the CAST and the effective development and growth of the CAST team members.
- Build cooperative working relationships with the Courts judicial staff CSCD staff and outside agencies for the purpose of information sharing problem solving and positive public relations and support continuity of care.
- Provide psychological consultation to the Courts community supervision staff judicial staff and County staff regarding effective therapeutic intervention mental illness and/or substance abuse problems.
- Provide continuous support and crisis management for CAST staff and assist with complex cases.
- Provide clinical support to problem-solving courts.
- Act as a liaison with mental health agencies and treatment providers to secure needed services for clients.
- Develop and implement clinical training initiatives. Keep staff informed on the latest developments in the criminal justice mental health and substance abuse fields.
- Assist in training departmental staff of the latest developments in the mental health and substance abuse fields.
- Maintain professional and effective communication including email correspondence with judges attorneys prosecutors court personnel law enforcement officials CSCD personnel victims and community members.
- May provide courtroom testimony.
- Maintain membership and active participation in professional mental health organizations.
- Oversee and lead clinical and interdisciplinary staffing.
- Participate in team unit and departmental meetings.
- Travel to Court other HCCSCD locations for assessments meetings training required.
- Testify in a court setting.
- Operates office equipment computers phones telecommunication devices and other necessary required tools.
- Works collaboratively with other personnel.
- Fosters a positive work environment by communicating and behaving cooperatively respectfully and amicably with supervisors co-workers and the public.
- Performs other related duties as assigned.

Requirements
Education and Experience:
- Masters or Doctorate degree in clinical or counseling psychology.
- Minimum of two (2) years post-graduate clinical experience focused on clinical assessment diagnosis objective and psychological testing and report writing.
- Thorough and extensive knowledge of administration of standardized evaluations including assessments of intelligence personality cognitive functioning and adaptive behavior clinical assessment risk assessment differential diagnosis current treatment methods ethics suicide/homicide risk assessment and crisis intervention and the DSM-5-TR is required.

- Exceptional written and verbal communication skills including proficient report writing is mandatory.
- Current active independent practice Texas licensure including Licensed Professional Counselor (LPC) or Licensed Professional Counselor-Supervisor (LPC-S) is required.
- Must become Texas Risk Assessment System (TRAS) certified and maintain certification within the first two (2) attempts.

- Must have a valid Texas Class C Automobile Operators License and must be insurable under theDepartments automobile insurance program.

Preferences
PhD/PsyD in Clinical or Counseling Psychology or a substantive equivalent from an American Psychological Association (APA) accredited institution of higher education and licensed as a Clinical Psychologist is preferred. One (1) year of managerial experience is preferred.

Schedule hours will range between:
Monday - Friday 7:00 AM - 5:00 PM
Flexibility in work schedule/work location is required and determined by program needs.
Salary:
$9164.12 ($52.87 Hourly)

Based on 26 Pay Periods

While performing the duties of this job the employee regularly works in an office setting although there is an opportunity to work remotely on designated days after the introductory period and the employee is in good standing. Continuing Education opportunities and license renewal fees stipend are provided.
