JOB SUMMARY:
The Project Manager provides strategic technical and operational leadership for the NTD Integration Project ensuring effective planning implementation monitoring and reporting. The role ensures strong coordination and partnership with government stakeholders donors and implementing partners to meet national and global NTD elimination targets. The position also contributes to strengthening health systems for sustainable and high-quality NTD services including MDA TT surgery morbidity management and integrated surveillance.
MAIN DUTIES AND RESPONSIBILITIES:
Project Planning & Design
- Develop comprehensive project work plans budgets timelines and implementation frameworks aligned with donor requirements and AMREF strategy.
- Translate program objectives into clear deliverables and operational plans across project areas.
- Lead the design of annual quarterly intermediary and catch-up plans ensuring alignment with national NTD roadmaps and global elimination milestones.
- Identify project risks bottlenecks and mitigation strategies during the planning phase and throughout implementation.
- Ensure the integration of cross-cutting themes such as gender equity community engagement and health systems strengthening.
- Design operational procurement and logistics plans that support timely and efficient delivery of MDA TT surgery surveys and other NTD interventions.
- Ensure that all planned activities follow WHO recommendations national guidelines and donor technical standards.
Project Implementation & Coordination
- Lead day-to-day implementation of project activities ensuring delivery within time scope and budget.
- Supervise and support field teams providing leadership guidance and mentorship to ensure quality implementation.
- Ensure strong coordination with internal departments (Finance HR Procurement Logistics) for smooth project operations.
- Build functional linkages with government structures (Woreda Zonal Regional Bureaus) CSOs and partners to enhance collaboration and joint planning.
- Monitor partner staff performance identify capacity gaps and facilitate technical assistance and training.
- Promote a culture of teamwork accountability and high performance within the project team.
Financial & Resource Management
- Monitor project budgets expenditure trends and forecasts to ensure alignment with approved activity plans.
- Ensure compliance with donor rules organizational financial procedures and cost- effectiveness standards.
- Prepare accurate financial forecasts and ensure timely reconciliation with program and finance teams.
- Support internal and external financial reviews audit exercises and ensure timely provision of required documentation.
- Ensure timely and accurate donor financial reporting.
Stakeholder Engagement
- Serve as the focal point for project stakeholders at regional zonal and woreda levels.
- Strengthen relationships with government partners donors INGOs/NGOs and community structures.
- Represent the project in coordination platforms technical working groups and review meetings.
- Facilitate collaborative planning and implementation sessions with the Ministry of Health and relevant bodies.
Monitoring Evaluation & Reporting
- Track project progress against KPIs targets and timelines and recommend adjustments where necessary.
- Oversee proper data collection quality assurance analysis and interpretation for decision making.
- Prepare high-quality narrative and financial donor reports ensuring accuracy completeness and timeliness.
- Document and disseminate lessons learned success stories and best practices to inform adaptive programming.
- Coordinate supportive supervision and joint monitoring with government and partners.
Qualifications :
Education:
- Masters Degree in Public Health (MPH) Experience
- Minimum 57 years of professional experience managing public health projects ideally in NTDs eye care community health or disease prevention programs.
- Proven experience in project planning M&E donor reporting and budget management.
- Experience working with government health systems (regional zonal woreda levels).
- Experience with NTD program components such as MDA TT surgery surveys morbidity management or integration efforts is strongly preferred.
Skills & Competencies:
- Strong project management and leadership skills.
- Technical understanding of NTD programming elimination strategies and integrated service delivery.
- Excellent financial management and donor compliance skills.
- Strong analytical and problem-solving skills.
- Excellent communication reporting and presentation abilities.
- Ability to work with multidisciplinary teams and maintain strong partnerships.
- Proficiency in planning budgeting monitoring and data quality assurance.
- Ability to travel frequently to project sites.
