Job Summary

Salary range is $78k to $180k with a midpoint of $129k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:

Under general direction this position will design implement and manage agencywide enterprise governance programs and services; support the establishment and continuous improvement of an enterprise governance and stewardship framework for the agency; manage the quality scope schedule budget and interdepartmental coordination related to assigned program and project(s); and supports the promotion of a mission for responsible transparency alignment and accountability.

This position will independently manage core enterprise governance programs such as agency-level change control and strategic issue management structures as well as help expedite the process improvements the Enterprise Governance team will deliver. This position will coordinate and work across the agency at all levels and must exercise independent judgment initiative and decision-making and uphold Agency values. The ability to develop strong relationships facilitate cross-departmental coordination manage strategic change across matrixed teams and convey program information in clear terms will be essential.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.

  • Provides ongoing management administration and oversight of assigned enterprise governance programs such as agency-wide change control processes and cross-departmental strategic issue alignment structures.
  • Develops implements and administers modifications to enterprise governance programs and related governance boards and committees in order to improve program clarity authority efficiency decision-making and continuous improvement.
  • Collaborates and builds relationships with staff across the agency including executive sponsors and functional partners serving as the point of contact for assigned governance programs and providing training and briefings on program objectives procedures and related content.
  • Facilitates internal enterprise governance board and/or committee meetings and maintains accurate records of decisions and action items.
  • Supports governance process improvements with analytic acumen and clear program messaging and communication.
  • Defines documents and maintains program requirements policies procedures and processes related to assigned enterprise governance programs.
  • Develops and distributes program reports and provides ongoing dashboard management and improved program performance forecasting.
  • Contributes to the development and implementation of an improved enterprise governance framework with a focus on transparency accountability efficiency and data quality.
  • Coaches the organization around best practices for risk monitoring communication change management and improvement tactics concerning governance policy and procedures.
  • Guides users through enterprise governance concepts explaining the benefits of the enterprise governance framework policies and procedures within the context of the users needs. Collaborates with project teams and other agency stakeholders to understand agency priorities and maintain governance program alignment.
  • Contributes to the development and implementation of enterprise governance process quality standards across the Agency Oversight Department and agency.
  • Supports agencywide efforts to streamline data access and accelerate use of data in decision making through the integration of data best practices and data metrics into governance programs.
  • Coaches trains and motivates staff; coordinates and/or provides staff training; and manages employee relations and measures the performance of the team and takes appropriate corrective action when necessary; provides advice and counsel to staff; creates developmental work plans for staff; implements or recommends corrective actions discipline and termination procedures as needed.
  • Champions and models Sound Transits core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience:Bachelors degree in Business Administration Engineering Planning Project Management Public Administration or related fields. Five years of experience in performing program management program implementation and/or administration for planning public policy transportation or construction; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:

  • Project Management Professional (PMP) Six Sigma Lean or other process improvement certifications.

Required Knowledge and Skills:

  • Proven ability to take initiative in managing and administering programs day-to-day in alignment with agency vision missions and goals.
  • Ability to lead change in an organization through problem solving analytical skills and strategic advocacy.
  • Clear and effective verbal and written communication including meeting facilitation skills.
  • Ability to distill complex technical information into messages and communications for a variety of audiences.
  • Strong relationship management and interpersonal skills especially working with a variety of people from different backgrounds.
  • Adaptability to meet changing demands.
  • Strong procedure documentation visual development and presentation skills.
  • Organization attention to detail and follow-through on small and large tasks.
  • Demonstrated ability to think and plan strategically.
  • Ability to respond tactfully clearly concisely and respectfully to inquiries from the public agency staff or other agencies on sensitive issues in the area of responsibility.
  • Techniques and methodologies of project and data management.
  • Methods and techniques of information synthesis and report preparation.

Preferred Knowledge and Skills:

  • Familiarity with governance frameworks compliance requirements and process engineering.
  • Systems Thinking: Understanding how different parts of the agency interact and influence each other and managing governance processes that facilitate coordination and synergy across departments.
  • Experience/familiarity in the fundamentals of capital project delivery preferably in a public domain.
  • Principles of risk management and risk mitigation.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office environment.
