Description of Job

About the Work Unit
The Region 4 (Northern/Eastern Colorado) Traffic Section Permits Unit located in Greeley Colorado exists to preserve and improve the functional integrity of the highway transportation system. This unit protects the public health through safety and welfare by maintaining smooth traffic flow through the region-wide planning administration management monitoring and enforcement of federal guidelines state statutes CDOT regulations specifically related to project utility clearance devolution oversight outdoor advertising control and utility installation oversight.

About the Position
The Assistant Utilities Specialist is responsible for assigned road construction projects which areadministered by CDOTs Region 4. This position assists the Region Utility Engineering Program Manager in the administration and enforcement of the Colorado Department of Transportations (CDOT) Utility Accommodation Code (2 C.C.R. 601-18) The Assistant Utilities Specialist ensures that CDOT construction projects are not hampered materially or financially as a result of timelines by outside outside 3rdparty companies which currently already exist within CDOT Right-of-Way. F This position ensures delays do not happen by timely utility coordination and exeution of appropriate Utility Agreements.

This position serves as administrator of the Region 4 Utility Permitting program. This position ensures compliance of utility/special use permitting with regulations construction and design standards and specifications and engineering principals. The Assistant Utilities Specialist inspects less complex utility construction permits and projects for conformance with plans and specifications and assists with the oversight of construction project operations to ensure safety and compliance with policy the Manual on Uniform Traffic Control Devices (MUTCD) traffic control plans and methods of handling traffic (MHT).

Your duties and responsibilities will include but are not limited to the following


Region Permitting
  • Assists in the administration of the Regional Utility/Special Use program.
  • Assists in formulating special terms and conditions for the issuance of each individual utility/special use permit based upon review and consultation with the Utility Engineering Program Manager and collaboration with staff and legal counsel.
  • Determines the relevance of standard guidelines and specifications.
  • Issues utility/special use permits to fully define the responsibilities of the Permittee and to define the final utility product.
  • Issues written correspondence to and communicates orally with appropriate parties in the explanation of all utility proposal analysis including permit approvals denials and possible design waivers.
  • Utilizes the MUTCD in the approval of 3rd party traffic control plans.
  • Inspects permitted work and final construction of improvements authorized by permits administered.
  • Enforces compliance with the provisions of the Utility Accommodation Code through terms & conditions of issued permits.
Third Party Relocation Coordination
  • Provides information to 3rd parties who are designing relocation plans to ensure relocation is appropriate with the ultimate CDOT design and informs 3rd parties of necessary timeline with which to relocate.
  • Distributes CDOT plan sheets to 3rd party utility companies ditch companies irrigation owners and railroads to ensure timely review of CDOT projects.
  • Acts as liaison between these stakeholders and CDOT design engineers facilitating accurate and timely communication in both directions.
  • Utilizes the MUTCD AASHTO Colorado Utility Code and other guidelines as required to determine whether relocation of utilities included in construction projects meets acceptable standards.
  • Reviews company written relocation plans.
  • Process and issues any CDOT Utility/Special Use permits as needed.

CDOT Project-related Plan Review
  • Reviews medium-complexity project construction plans and provides pertinent information on existing utility irrigation ditch and railroads to the Utility Engineering Program Manager to be incorporated into the region construction project.
  • Trains to advise region management and project managers of potential upcoming 3rd party utility-related red flags relating to project budget and scheduling deliverables.
  • Reviews projects to ensure compliance with professional standards such as the Colorado Utility Accommodation Code statewide specific utility codes MUTCD AASHTO and CDOT Utility Manual.
  • Contacts the Utility Notification Center of Colorado (UNCC) to determine which utility railroad and irrigation ditch companies have facilities in the project area.
  • Contacts each utility irrigation ditch and railroad company to obtain location mapping and other pertinent information and provide this data to Resident Engineer for initial project design.
  • Participates in field meetings with utility railroad and irrigation ditch companies in order to conduct in person Level of Service C Subsurface Utility Engineering (SUE) investigation in conjunction with those third-party representatives.
Work Environment:
  • Primarily 8:00 am 5:00 pm work hours Monday-Friday
  • Approximately 20% spent in the field 80% spent in the office
  • Travel required to project meetings throughout the Region 4 (Northern/Eastern Colorado) and to Statewide Conferences
  • Required to operate CDOT vehicles

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications
Education/Licensure/Certification/Experience:

  • A high school diploma or General Education Diploma
  • At least five (5) years of experience in oner or more of the following: engineering projects construction project management access project management and/or utilities work.
Substitution: Combination of relevant education and experience equal to at least 5 years:
  • Completion of Engineering Engineering Technology CAD Physical Sciences Construction Management or other relevant coursework related to the duties of this position may substitute for the required experience. (Transcripts / NACES report required.)
