    POSITION SUMMARY:

    This position manages supervises coordinates and participates in the County-wide programs and activities of the Historic and Cultural Resources Section within the Natural and Historic Resources Division. This includes facility operations of historic sites including the Patapsco Female Institute Ellicott City B&O Station Museum Ellicott City Firehouse Museum Ellicott City Colored School Restored and several other sites. This position also directs and supervises the sections archeology projects and programs and oversees all historic research for sites managed by the Department.


    STARTING SALARY HIRING RANGE:
    $36.49 - $39.89
    $75903 - $82990


    CLASS DESCRIPTION:
    Performs intermediate professional level recreation services work which may include supervision under general supervision from an administrative or technical superior. Work includes the management and supervision of recreation and parks programs classes and events and can also include the management of large facilities. This oversight can be in a functional area of expertise facility or geographic area. Serves as Department liaison with community groups; partnerships grants and sponsors; coordinating activities of contingent staff contractors and volunteers; supervising lower level full time and highly specialized part-time staff; and preparing computerized payroll and comprehensive program brochure and promotional data and planning reports.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other related duties may be assigned.

    • Directs and oversees the management operation programming and long-term planning of the County-owned historic sites and facilities.
    • Directs and oversees operations for historic sites.
    • Supervises and works closely with staff archeologists with project and program schedules and priorities.
    • Directs and participates in exhibit design and creation both by in-house staff and contractors.
    • Directs oversees and creates interpretation plans for all historic sites.
    • Performs research related to historic sites to ensure sites are interpreted appropriately.
    • Coordination of historic sites and facilities scheduling with Department program staff other user groups and the public.
    • Initiates and coordinates with the Bureau of Parks Bureau of Facilities and the Departments Historic Conservation crew for maintenance issues.
    • Directs coordinates and sets priorities for staff related to historic research collections management and oversite of the sections archive.
    • Recruits selects trains and evaluates full time contingent benefited and volunteer staff.
    • Plans schedules assigns and coordinates work assignments. Conducts performance appraisals for benefited staff.
    • Works and cooperates with co-workers and supervisors at all levels.
    • Coordinates with the Park Planning Section on capital project needs for historic sites maintenance and renovations.
    • Facilitates ongoing cooperation and coordination with local agencies historic museums and historians.
    • Initiates and reviews inspection reports for facility maintenance.
    • Works towards ensuring the safety and security of patrons and staff.
    • Completes reviews and submits incident injury accident or other related reports to the Natural and Historic Resources Division Superintendent.
    • Develops manages and coordinates operating budgets and makes recommendations for budget requests. Complete fiscal and financial reports as required.
    • Ensures staff compliance with Department and County policies for cost accounting PDQ card and purchasing.
    • Works with Department of Recreation and Parks Marketing Team and the Public Information Office to develop marketing strategies for programs events and rentals.
    • Coordinates and oversees information for the Departments seasonal brochure and program fliers.
    • Prepares and submits Public Service Announcements.
    • Coordinates all rentals of the Department historic sites and facilities this includes support for the Shakespeare in the Ruins event.
    • Maintains an active working knowledge of culturalheritage tourism program trends and needs.
    • Responsible for identifying and applying good sustainability practices into all aspects of Department operations.
    • This position may be deemed as essential in an emergency at the discretion of the director.
    • This position requires a flexible schedule as Historic and Cultural activities are frequently held on weekends evenings in addition to regular day-time hours. Some evening and weekend work is required

    SUPERVISORY RESPONSIBILITIES:

    Supervises directly and indirectly full-time and part-time staff and volunteers of the Historic and Cultural Resources Section. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    Bachelors degree and two (2) years related experience or an equivalent combination of education and experience.

    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:
    • Possession of a valid Drivers License
    • First Aid CPR and AED certified
    • Historic and Cultural Resources Programing and interpretation Experience
    • Familiar with archeology concepts
    • Understanding of artifact and archival conservation and preservation techniques
    • Facility Management and operations experience
    • Proficient in Windows Excel Word and PowerPoint
    • Experience with an automated registration and membership system.

    REASONING ABILITY:

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.
