The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law preserve peace protect the people reduce fear and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police and by pioneering strategic innovation.
The Office of the Deputy Commissioner of Legal Matters provides legal guidance to the Police Department and is responsible for advising all members of the Department on all legal matters affecting the Department including major criminal and civil litigation and important legislative and judicial developments. The office monitors and facilitates the relationship between the Department and the rest of the criminal justice system and assists members of the service in interpreting and enforcing state federal and local laws; ensures that the policies and practices of the department are lawful and are fairly applied: and develops legislation in accordance with the needs of the Department and public safety concerns.
The Legal Bureaus Legislative Affairs Unit is primarily responsible for all aspects of the NYPDs participation in the legislative process at the federal state and local levels. Attorneys in the Legislative Affairs Unit negotiate draft and review proposed legislation in accordance with the needs of the Department and public safety concerns work closely with the Mayors city state and federal legislative offices and prepare members of the Department for hearings before legislative bodies.
The Director Legislative Affairs will:
- Act as the primary liaison to the Mayors Office Law Department elected officials and other government entities on all legislative matters impacting the NYPD.
- Provide guidance and information to the NYPDs executive staff and other affected Department commands regarding new legislation and hearings conducted by legislative bodies
- Prepare members of the Department for hearings before legislative bodies.
- Testify and make appearances on behalf of the NYPD at hearings conducted by legislative bodies and oversight entities.
- Inform members of the service of statutory and regulatory changes that impact the operations of the Department.
- Review communications prepared by other Department commands in response to inquiries from elected officials and constituent matters.

Qualifications :
Admission to the New York State Bar; and four years of recent full-time responsible relevant satisfactory legal experience subsequent to admission to any bar eighteen months of which must have been in the supervision of other attorneys in an administrative managerial or executive capacity or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
