Job Description:
Under the general direction of the Coordinator Security Investigations the primary area of focus for this position is the responsibility for reviewing and investigating security incidents that pertain to incidents of violence sexual violence and sexual assault. Secondarily this position may be required to assist in a wide range of complex incidents requiring investigative support investigation related liaison with external agencies and management of Security incidents on a 24-hour basis within the context of the Security Services mandate of the protection of occupants assets and information of the College.
The Investigator analyses prioritizes coordinates and conducts investigations pertaining to crimes against persons violence sexual violence sexual assault and other assigned investigations.
The incumbent conducts sensitive or specialized internal and external investigations as required and prepares investigative reports recommendations and cases for presentation in support of internal processes such as labour relations and student conduct proceedings as well as external criminal and provincial court proceedings. The Investigator is responsible for the collection of evidence the appropriate maintenance of files reports and notes and the production of summaries and reports as necessary and to support testimony in judicial or disciplinary processes.
Duties and Responsibilities:
Investigative and Leadership Functions
Conducts complex and sensitive investigations relating to criminal non-criminal violence partner assault sexual violence sexual assault;
Coordinates complex and sensitive investigations with other College areas and bodies as well as external law enforcement. (i.e. Student Support Services Counselling Health Services Student Conduct Board Ottawa Police Ottawa community health & mental health resources);
Compiles investigative reports recommendations case files and interview reports;
Conducts interviews of suspects and witnesses and provides victim assistance and counselling and referral as required;
Intelligence gathering surveillance collection of information liaison with external investigative bodies;
Preparation and appearance at court proceedings labour hearings and arbitrations student conduct proceedings etc.;
Contributes to College committees task forces and networks as a subject matter expert.
Administrative Functions
Assists in the development implementation and revision of Security Services policies and standard operating procedures in consultation with the Coordinator Security Investigations and the Manager Security & Emergency Services;
Provides advice and guidance to Security Services and other college departments regarding security related policy and procedural adherence;
Ensures the delivery of security related workshops programs and a variety of security awareness sessions as required;
Prepares security related recommendations to college management;
Prepares reports statements and legal documentation as required.
Training
Develops & delivers training programs to implement policies and standard operating procedures;
Provides training in investigative procedures and techniques;
Provides specialized training to staff and students upon request.
Other duties as assigned.
Required Qualifications:
Minimum two (2) year diploma post-secondary education in a related field such as Criminal Justice Criminology Victimology Law & Security Administration Security Management Social Work Psychology or a related discipline or an equivalent combination of education and relevant experience;
Graduation from an accredited police college or holder of an accredited private investigator license;
Training in Victim Support;
Specialized training in sexual assault sexual violence and/or crimes against persons from an accredited college university or professional training provider (e.g. trauma-informed investigation programs gender-based violence response training);
Interviewing and statement taking training with demonstrated ability to apply trauma-informed and victim-centered approaches;
Threat / Risk Assessment Training;
Minimum five (5) years experience (within 6 months) as an investigator conducting complex investigations case management experience and developing standard operating procedures preferably within higher education field.
Minimum five (5) years experience of Strong and current working knowledge (within 6 months) of sexual violence partner violence and crimes against persons resources preferably within higher education field
Minimum five (5) years experience (within 6 months) in interviewing and/or obtaining statements from victims of sexual assault sexual violence and partner violence preferably within higher education field
Minimum five (5) years experience (within 6 months) in interviewing suspects involved in sexual assault sexual violence and partner violence preferably within higher education field
The Investigator must have the following special skills to fulfil the requirements of the position:
