This position will serve under the Chief of Grants and Trails. The position will assist in planning organizing and directing the management of statewide trails and grant programs related to outdoor recreation. Work requires long range planning soliciting outdoor recreation projects to apply for funding under our grant programs and develop partnerships within state parks throughout the state and nationwide (Federal Highway National Park Service and nation wide efforts to better administer and manage the grant programs. Supervises plans directs and assists with the management of the administration of our grant programs. Duties include but are not limited to: a) Establish and maintain inter agency partnerships b) Continually review and improve processes and procedures related to grant programs c) Conduct site visits for grant compliance d.) Provide technical assistance within our agency local communities and organizations statewide d.) Works with other states and our national partners (NPS/USFS/BLM/FHWA) to provide nationwide training on best practices e.) Works closely with ASPT development in assisting with grants related to capital projects
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

| Job Duties: |
- Serve as Principal Investigator for nearly $2 million in annual Recreational Trails Program (RTP) received through Federal Highway Administration (FHWA) and Arizona Department of Transportation (ADOT). Collaborate closely with ADOT to guide both motorized and non-motorized grant applications through the federal review and approval process addressing any requirements or feedback to secure funding. Efficiently manage and update grant information on templates provided by ADOT ensuring all project details progress reports and financial data are accurate and current. Coordinates environmental and cultural resource review of selected grant projects with state agencies and ADOT Environmental Protection Group (EPG).
- Primary contact for the Arizona State Committee on Trails (ASCOT) including preparation of meetings agendas and minutes and coordination with ASCOT chair vice chair and other members. Actively engage with partner agencies and organizations to inform encourage and assist them in applying for trail related grants helping them to develop strong proposals that meet funder requirements and expectations. Provide program training to sponsors and assist them in developing goals objectives and performance measures; program standards and reporting requirements; and clarifying requirements for continuance of funding. Provide technical assistance to current grantees throughout the grant life cycle.
- Provide assistance in Land and Water Conservation Fund (LWCF) site inspections. Perform site inspections on LWCF properties to ensure they continue to meet federal guidelines for public outdoor recreation use and are being maintained as intended. Create and submit report documentation to LWCF Grant Manager.
- Prepares and coordinates the execution of RTP grant agreements amendments and reimbursements with grant award recipients including maintenance of files grant agreements and review of claims for accuracy and allowable costs. Track progress of active RTP projects ensuring they adhere to approved scope budget and timeline. Prepare and submit required reports to federal agencies and internal partners. .
- Manage the annual inspection cycle for the Growing Smarter program ensuring all necessary sites and facilities are thoroughly evaluated in accordance with program standards. This includes scheduling conducting and documenting on-site inspections to maintain compliance and program integrity.
- Be a subject matter expert on all RTP policies guidelines and best practices. Attends appropriate training conferences and networking opportunities.

Bachelors Degree in related field
Minimum 5 years experience managing federal grants such as Recreational Trails Program.

Must obtain or possess and maintain a current Arizona Drivers license appropriate to assignment.
