Job Description
The Supply Chain Specialist II/III IT is responsible for coordinating the sourcing purchasing and contract management of technology products and services. This role focuses on ensuring competitive pricing timely delivery and compliance with company policies while supporting IT and business teams in meeting operational and project needs. Operating under the BIW Business Operating System (BOS) the Supply Chain Specialist II/III IT ensures compliance with safety quality and performance standards while coordinating with other key stakeholders to meet overall milestones.
Responsibilities include but are not limited to:
- Safety Leadership:
- Actively participate in safety initiatives and lead by example.
- Influence and motivate the team to prioritize safety fostering a positive safety culture.
- Project Execution:
- Coordinate procurement and contracts activities with project managers legal counsel vendors and key agency stakeholders to ensure projects are defined documented completed on time on budget and meet stakeholder requirements
- Ensure compliance with procurement and contract standards and requirements and engage the appropriate support as needed.
- Conduct direct negotiations with vendors monitor vendor performance and review vendor invoices to ensure accurate billing with minimal oversight.
- Manage vendor performance conduct regular business reviews and maintain strong supplier partnerships.
- Partner with project managers engineers legal and finance to align procurement strategies with project schedules and budgets.
- Monitor and mitigate procurement risks including contract compliance data security and vendor reliability.
- Support large-scale IT and capital projects by aligning procurement activities with project goals timelines and technical specifications.
- Contract Negotiation and Compliance:
- Negotiate contracts licensing agreements and service-level agreements with IT vendors and service providers.
- Ensure all IT purchases adhere to internal policies budget constraints and regulatory requirements.
- Stakeholder & Leadership Engagement
- Collaborate with IT leadership to understand current and future technology needs ensuring timely procurement of solutions.
- Training and Development:
- Be a continuous and active learner.
- Work to enhance current skills and take initiative to prepare yourself for future roles and career growth.
- Team Collaboration and Communication:
- Assist and participate in cross departmental communications and information sharing to support organizational alignment.
- Create strong partnerships with internal and external stakeholders.
- Continuous Improvement:
- Monitor and assess supplier performance and initiates corrective action when supplier performance does not meet contractual obligations or company expectations.
- Evaluate effectiveness of existing department strategies and make recommendations for improvement as needed.
Required/Preferred Education/Training
Supply Chain Specialist II
- Either 2 - 5 years experience with BS / BA Degree preferably in Business Finance or Supply Chain or a related degree preferred and comparable work experience OR 1 4 years experience acceptable with MBA or Certification or direct work experience in Procurement Supply Chain Property or Lease Management or a related field.
- Works independently with some supervision.
- Paralegal or Legal background preferred.
Supply Chain Specialist III
- 4 7 years experience with BS / BA Degree preferably in Business Finance or Supply Chain or a related degree preferred and comparable work experience OR 3 6 years experience acceptable with MBA or Certification or direct work experience in Procurement Supply Chain Property or Lease Management or a related field.
- Works independently with little supervision.
- Paralegal or Legal background preferred.
Required/Preferred Experience
- Paralegal or Legal background beneficial.
- Strong knowledge of IT systems software licensing models cloud services and emerging technology procurement practices.
- Strong verbal and written presentation skills with the ability to translate technical decisions/strategies into business terms and implications. Ability to produce clear documentation geared to varied audiences. Ability to create detailed written documentation of all business transactions.
- Proven experience managing complex vendor negotiations and contracts.
- Ability to conduct cost analyses and evaluate financial impacts.
- Excellent project management organizational and communication skills.
- Strong analytical skills with the ability to evaluate proposals assess risks and drive cost savings.
- Familiarity with procurement software ERP systems and IT asset management tools.
- Professional certifications (e.g. CPSM CIPS ITIL PMP) are a plus.
- Positive energetic ability to deal with uncertainty and unplanned events.
