Job Summary

The San Francisco Department of Public Health is highlighting vacancies in the Information Technology (IT) Division. The primary focus of the IT Director 0933 Manager positions is to provide strategic oversight of IT operations ensuring the readiness implementation adoption and long-term success of critical technology systems. These roles are integral to the leadership team and advance the departments mission through effective technology management and innovation.

This recruitment may be used to fill leadership positions in areas such as electronic health records business operations digital experience or IT project management.

The ongoing responsibilities include:

  • Develops and communicates a strategic vision and roadmap for technologies aligned with departmental goals regulatory requirements and emerging technologies.
  • Provides strategic oversight for software projects and implementations ensuring timely execution documentation stakeholder alignment and high-quality compliant solutions.
  • Develops implements and maintains policies and procedures for their assigned area of responsibility; monitors practices and controls to achieve consistent and reliable operations.
  • Supervises and develops teams of IT professionals in alignment with DPHs strategic goals; leads and mentors staff in support of their professional growth.
  • Directs staff in the research analysis and resolution of highly technical issues.
  • Engages executive stakeholders to align IT and department needs with technology solutions and roadmaps; maintains positive working relationships with IT teams and line of business partners demonstrating leadership in conflict resolution and negotiation of complex situations.
  • Serves as a liaison for the department with a variety of other City/County staff policy-making officials and officials from outside agencies.

The IT Directors (0933 Manager V) may perform other duties as assigned/required.


Qualifications :

1. Education: Bachelors degree from an accredited college or university; AND

2. Experience: Eight (8) years of verifiable professional experience in enterprise IT operations or IT portfolio and project management of which three (3) years must include supervising IT professionals.

EDUCATION SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis. One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units.

Applicants must meet the minimum qualification requirements by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week).

Desirable Qualifications:
The following represent a collective set of desirable qualifications relevant to various leadership roles within the IT Division. Any of them may be considered at the end of the selection process when candidates are referred for hiring depending on the needs of the role:

  • Possession of a Project Management Professional (PMP) PRINCE2 Epic or similar job-related certification
  • Experience working in a healthcare organization
  • Experience with healthcare applications and systems such as Electronic Health Records
  • Experience managing a large (20) team

Selection Procedures:
After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following:

Supplemental Questionnaire (SQ) Examination (Weight: 100%)
Candidates that meet the minimum qualifications will be invited to participate in a Supplemental Questionnaire (SQ) examination that is designed to measure the knowledge skills and abilities in job related areas which may include but not be limited to: ability to identify analyze and report upon activities issues and problems and recommend appropriate solutions; ability to manage supervise train and coordinate staff across complex functional areas of responsibility; ability to utilize the internet artificial intelligence technical articles white papers and discussion forums to solve problems; ability to handle and coordinate multiple tasks/projects simultaneously.

Candidates must achieve a passing score on the Supplemental Questionnaire exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification
The certification rule for the eligible list resulting from this examination will be theRule of the List.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six months and may be extended with the approval of the Human Resources Director.
