The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill three CTE Program Supervisor Positions. These permanent full-time permanent positions are based in Olympia Washington. After youve completed your initial training you may have the option to work 2 days from home on a flexible telework schedule. While were happy to offer this balance of in-office connection and telework flexibility this isnt a fully remote position. To be eligible youll also need to reside in the state of Washington. Working with the states 295 public school districts and 7 state-tribal education compact schools OSPI allocates funding and provides tools resources and technical assistance so every student in Washington is provided a high-quality public education.

Position Overview

The following positions reside within the Pathway Preparation & Title Programs (PPTP) division at the Office of Superintendent of Public Instruction (OSPI) and reports to the Director of Career and Technical Education:


  • CTE Program Supervisor Leading Agriculture Energy & Natural Resources
  • CTE Program Supervisor Leading Construction Manufacturing Supply Chain & Transportation
  • CTE Program Supervisor Leading Healthcare Human Services Education Public Service & Safety


These positions will provide strategic leadership for the expansion of opportunities for students interested in career and technical education. These positions will build and implement a work plan that makes progress on strategic goals for the agency including:


  • Learner-Centered Options in Every Community providing all students with access to challenging coursework culturally responsive and anti-racist curriculum and pathways to graduation and beyond that meet their unique interests.
  • A Committed Unified and Customer-Focused OSPI supporting school districts through consistent timely and meaningful support that centers the needs of students.


These positions will require collaboration with educators and industry partners to ensure increased access to CTE programs aligned with career opportunities.


Key Responsibilities

The primary responsibilities of the CTE Program Supervisor are to provide leadership consultation technical assistance and guidance for the implementation of high-quality CTE programming meeting all state and federal requirements and modeling best-practices with particular attention to career preparation for occupations. These positions provide on-going technical assistance for CTE programs providing guidance to customers on effective design implementation and evaluation practices within related CTE fields. Key Responsibilities for all three positions include:

Program Leadership and Technical Support

  • Provide leadership management and technical assistance to districts schools STECs and Skill Centers including course approval framework development and academic and industry alignment ensuring compliance to state and federal CTE laws and CTE Program Standards.
  • Lead the development and refinement of model CTE Programs of Study; informing aligned credentials work-based learning dual credit and extended leadership alignment for high-demand and emerging program content.
  • Manage statewide course equivalency frameworks by overseeing their development adoption implementation and updates to support high-quality content integration within CTE courses.
  • Collect create and organize technical assistance materials including industry standards curriculum and program data for CTE program development and implementation.
  • Review approve and inform plans for local CTE delivery through mechanisms like course and program approval CLNA PRS and district-wide plans ensuring alignment with program standards and state and federal requirements.
  • Lead professional learning and technical assistance efforts tailored and responsive to customer needs.

Strategic Partnership and Collaboration

  • Cultivate and maintain strategic partnerships with agencies industry professional and educational institutions to support program growth alignment and student success. This includes informing the strategic direction of related CTE programs supporting seamless transitions for students and providing relevant technical assistance resources and professional development.
  • Collaborate with the workforce training and education coordinating board the Washington state apprenticeship and training council the state board for community and technical colleges community and technical colleges and other partners in higher education professional organizations and business and industry to develop model CTE programs of study inclusive of a seamless postsecondary transition rigorous academic and industry content opportunities for dual credit and alignment or availability of aligned credentials.
  • Serve as a liaison to state-recognized Career and Technical Student Organizations (CTSOs) and provide operational support coordination and resource development for classroom embedded and extended leadership activities. Work with CTSO leadership at the state and national level as appropriate.
  • Serve as an OSPI liaison to CTE related professional organizations to provide direct support to educators administrators and supporting staff including assistance in the design and implementation of training and in-service opportunities
  • Represent OSPI on committees boards and work groups to support aligned industry and educational efforts.
  • Evening and weekend work is frequently required to work with CTSO leadership at the state and national level as appropriate.

Program Evaluation Analysis and Reporting

  • Participate in the Program Review & Support (PRS) team for monitoring federal programs including desk reviews and onsite visits to school districts.
  • Evaluate available data to support monitoring of state and federal requirements of policies and funding informing tailored outreach development of resource materials technical assistance and strategic direction.
  • Manage legislative initiatives from policy creation to implementation including analysis of proposed legislation developing policy budget proposals and reporting.
  • Collaborate on data analysis management and reporting for state and federal reports accountability and legal compliance.

Agency and System Support

  • Support the transformation of K12 education to a system that is focused on closing opportunity gaps maintaining high expectations for all students and educators and promoting racial social and economic equity.
  • Identify and clearly communicate information accurately in a timely way that helps build connections fosters collaboration and maintains trust among agency staff and our partners and customers.
  • Demonstrate and promote individual and group interpersonal skills including but not limited to listening for understanding influencing mediation consensus building and collaboration.
  • Contribute to a workplace that is fair safe professional and free from discrimination or harassment.
  • Fosters and supports the organizations diversity goals by:
    • Maintaining the highest standard of personal professional and ethical conduct.
    • Researching developing recommending and executing creative strategies to evaluate and improve systems and processes through an equity lens aligned with the organizations diversity goals and antiracist objectives.


Required Qualifications:

  • Bachelors degree in education a CTE-related field or a field closely related to the prioritized programs for each position.
  • 3years experience in education or training systems with demonstrated project management instruction/design and/or program evaluation.
    • A combination of education and professional work experience may be a substitute for either requirement.
  • Experience developing comprehensive CTE programs courses frameworks and/or curriculum.
  • Experience providing leadership consultation and support for student leadership organizations.
  • Experience building participating in and leading collaborative teams and partnerships with diverse groups of internal and external stakeholders including private sector business.
  • Strong commitment to Washington state public education and the principles of trust teamwork collaboration and customer service.
  • Understanding of current research procedure and best practices in advanced course taking and academic acceleration.
  • Ability to communicate effectively in both written and verbal forms to a broad and diverse audience including public speaking to large groups.
  • This position requires frequent in-state travel occasional out-of-state travel and a work schedule that regularly includes evenings and weekends.

Desired Qualifications:

  • 3 years experience developing and/or implementing CTE programs in Washington state.
  • 3 years experience in the secondary education system as a CTE educator or CTE administrator.
  • 3 years experience in education or training systems in the areas of the prioritized pathways for each position.
  • Experience working and collaborating with state regional and local education agencies.
  • Experience working with decision makers in school and workforce communities.
  • Experience building relationships with various stakeholders and business-industry partners.
  • Experience using data to analyze and inform practice and policy.
  • Technical writing skills to support drafting of legislative reports statewide guidance and policy changes.
  • Ability to utilize effective project planning and budget management skills.
  • A working understanding of Washington state approved CTE credit equivalencies.
  • Understand Washingtons labor structure statewide and in regional and local areas.
  • Understand the connections of other federal state and local agencies to high schools and to career preparation particularly related to prioritized pathways for each position.
  • Ability to create and nurture a performance-based culture that supports efforts to accomplish the organizational mission and goals.
  • Ability to plan implement and support systems in a complex educational environment.
  • Experience working with multiple racial/ethnic and socioeconomic groups.

Compensation
The
annual compensation for the position is$84914 - $99900 peryear and depends upon experience educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate.
