Job Summary

Description

The Technical Manager is responsible for ensuring the highest standards of technical integrity competence and compliance across all operational activities within the local unit. This role is pivotal in driving operational excellence supporting business objectives and delivering superior customer experience.

The successful candidate will be responsible for:

  • Oversee the evaluation and approval of competencies for both auditors and non-auditors ensuring consistent quality and reliability.
  • Organize and facilitate calibration sessions and targeted training programs to maintain audit consistency and technical excellence.
  • Manage onboarding and qualification processes leveraging relevant digital tools to streamline competence tracking and development.
  • Ensure ongoing professional development and performance monitoring for auditors including witness audits and post-audit reviews.
  • Develop and deliver technical training for non-auditing staff such as planners and sales teams to ensure alignment with technical requirements.
  • Provide expert operational guidance to ensure the seamless delivery of technical services including audits and trainings.
  • Conduct pre-reviews (if needed) of audit reports to verify compliance with technical and regulatory requirements.
  • Ensure timely completion of technical reviews in accordance with established deadlines.
  • Assess quotations for technical feasibility and compliance with applicable standards.
  • Monitor and analyze key operational metrics including audit timeliness report quality and customer satisfaction.
  • Proactively identify and mitigate conflicts of interest to uphold impartiality in all certification activities.
  • Organize and lead annual Impartiality Committee Meetings.
  • Maintain strict compliance with accreditation body requirements and coordinate preparations for external audits.
  • Conduct internal sample and global technical hub audits as required.
  • Oversee the issuance updating and validity of certifications ensuring alignment with accreditation requirements.
  • Plan and support remote audits guaranteeing feasibility and adherence to scheme-specific guidelines.
  • Review and validate the management of major non-conformities identified during audits.
  • Provide technical expertise and support to sales teams and auditors facilitating the resolution of complex technical challenges.
  • Collect analyze and act on customer feedback to continuously enhance service quality and address complaints effectively.
  • Lead periodic management reviews to identify opportunities for improvement and ensure strategic alignment with organizational goals.
  • Review training materials for both private and public courses to ensure technical accuracy and relevance.
  • Validate the technical correctness of materials translated from English to Japanese maintaining high standards across all training deliverables.

Qualifications
  • Bachelor Degree in relevant field;

  • More than 10 years of relevant managerial and technical / quality experience preferably from the Certification industry;

  • Able to represent the company by participating in internal audits with accreditation bodies;

  • Preferably with knowledge of the Certification Processes Various ISO Standards and Accreditation requirements;

  • Ability to use analytical data in order to monitor and drive performance excellence;

  • Solution oriented mind-set with keen interest in proposing and driving change when required; Proactive analytical organized with a good technical mind-set;

  • Strong inter-personal and communication skills in English and Japanese language;

  • Strong command in software Microsoft applications quick learner and able to operate systems in a short period of time;

  • Responsible Visionary Mature Honest Ethical;

  • Willing to travel within Japan and other locations when needed.

  • Fluency in Japanesewith advanced competence in reading writing speakingis required for this position.
