Job Summary:

This position serves as a key member of the Recharge and Recovery Section in a fast-paced team-oriented environment. The person in this position is responsible for a variety of tasks including permit application reviews issuance and transfers of long-term storage credits review of annual reports and records and database management. Responsible for organizing and concurrently coordinating extensive reviews of multiple complex applications within statutory licensing time frames including coordinating reviews with the sections hydrogeologists and frequently communicating with both internal staff and external customers. Works with the sections lead file manager and hydrogeologist to make recommendations on applications to the section manager the division assistant director and the director of ADWR.

The sections work is complex and often time sensitive. Successful candidates must have the ability to take initiative and responsibility prioritize and pay careful attention to detail and timelines. The ability to accurately analyze and apply regulations and policies is crucial.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.A minimum of two days on-site at the ADWR officeper weekis required.

Job Duties:

Responsibilities include:

  • Independently reviews water storage permit applications underground storage facility applications and groundwater savings facility applications. Provides guidance to applicants on the application process regulatory requirements and technical requirements. Coordinates necessary reviews by hydrogeologist and modeler. Prepares and coordinates correspondence with applicants.

  • Reviews and processes long-term storage credit transfers. Conducts all transfer intake procedures and communicates with buyers and sellers concerning account deficiencies or missing information. Maintains database records for all transfers in all accounts. Deposits fees for transfers.

  • Completes data entry and review for applicable annual reports. QA/QCs the data in coordination with the recharge hydrogeologists when necessary in order to certify and issue yearly balances for long-term storage accounts.
Knowledge Skills & Abilities (KSAs):

Knowledge of:

  • Arizona Revised Statutes governing recharge and replenishment procedures and the accrual and recovery of credits and ADWR Management Plan requirements pertaining to the Recharge & Recovery program
  • Underground storage facility and water storage permit application and conveyance guides
  • Basic understanding of hydrology and modeling principles

Skills in:

  • Strong interpersonal and customer service skills
  • Department database management applications and tools including Time Tracking Registry of Groundwater Rights Recharge Database etc.
  • Data entry and data analysis
  • ESRI mapping software - ArcGIS/Arcview/ Arcmap mapping tools
  • Microsoft Office Suite (Access Excel Word PowerPoint) Drupal web server
  • Critical thinking problem solving and process improvement
  • Organization and records management

Ability to:

  • Effectively manage multiple responsibilities and concurrent applications to meet statutory licensing time frames and section and agency priorities
  • Work with large datasets
  • Analyze and interpret statute and policy as well as a variety of legal regulatory and technical documents related to water resources
  • Effectively communicate highly technical information both verbally and in writing to the public departmental management and staff. This includes preparing technical correspondence briefing memos and presentations.
  • Coordinate projects with other ADWR staff other governmental agencies and the regulated public
  • Establish and maintain effective working relationships with agency staff governmental officials the regulated community consultants and the general public
Selective Preference(s):

Prefer candidate should have experience with Water Resources Management issues.

This position requires possession of and ability to retain a current valid state-issued drivers license appropriate to the assignment.

Pre-Employment Requirements:

Seven (7) years of professional level water resource management experience OR Bachelors degree and five (5) years OR Masters degree and three (3) years OR PhD and one (1) year.

Retirement:

Positions in this classification participate in the Arizona State Retirement system (ASRS). Please note enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.00%.
