Job Description:

The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education regulation and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.

The agency is comprised of three major operational programs: the Distilled Spirits Program the Recreational Marijuana Program and the Public Safety Program. All three programs are supported by the Administration Financial Services and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

*Note: Effective Feb. 1 2026 the compensation plan for this position will be increased to reflect a Cost-of-Living Adjustment (COLA) of 2.5%. The salary listed in this posting does not reflect the COLA.

About this opportunity:

  • This position is based at our Milwaukie OR headquarters office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland OR by approximately the end of 2026.
  • After an initial training period this position may be eligible for a flexible hybrid work schedule however weekly in-office work will be required. This position is not eligible to be fully remote.
  • This position is a management service position and is not represented by a union.

Heres what you will do:

The Senior HR Business Partner (Human Resource Analyst 3) provides specialized employee and labor relations expertise to ensure fair consistent and legally compliant resolution or workplace matters. support and manages employee and labor relations for the agency. You will provide consultation and coaching to managers on topics of policy and CBA interpretation investigations performance management and progressive discipline to equip them with best practices and innovative people solutions to help achieve their business needs in alignment with the strategic direction of the agency.

This position exists within the Human Resource team and reports directly to the Director of Human Resources. This team also includes HR professionals focused on Recruitment Classification and Compensation Learning and Development Protected Leave and Safety and Wellness.

You will interact with employees management labor unions and other stakeholders in the course of your work and will have to collaborate between multiple parties. You will work with state and federal laws AFSCME collective bargaining agreements and federal acts including FMLA ADA and FLSA. Successful candidates must be innovative and strategic thinkers with the ability to work collaboratively with management labor unions and other stakeholders.

Heres what you need to qualify:

Minimum Qualifications:

  • A Bachelors degree in Human Resource Management Organizational Behavior or Development Business or Public Administration the Applied Behavioral Sciences Industrial Relations or a job-related course of study determined by the appointing authority; AND three (3) years of Human Resource professional-level experience related to the position; OR
  • A Masters degree in Human Resource Management Organizational Behavior or Development Business or Public Administration the Applied Behavioral Sciences Industrial Relations or a job-related course of study determined by the appointing authority; AND two (2) years of Human Resource professional-level experience related to the position; OR
  • Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND four (4) years Human Resource professional-level experience related to the position; OR
  • Six (6) years Human Resource experience related to the position. Four of the six years must have been at the professional level; OR
  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization AND five (5) years of human resource professional-level experience.

Preferred Skills:

  • Proven experience serving as the primary investigator leading independent complex employee and labor relations investigations in a union or highly regulated environment including harassment discrimination retaliation and serious misconduct subject to grievance or arbitration review.
  • Proven ability to manage and advise on high-risk legally sensitive cases involving multiple witnesses and employees at all levels.
  • Demonstrated experience producing defensible investigative reports with findings credibility analysis and outcome recommendations.
  • Advanced working knowledge of labor relations including collective bargaining agreements just cause standards due process and progressive discipline.
  • Subject matter expert application of employment laws rules and policy and direct advisory experience to managers and executives on ER/LR risk and corrective action.
  • Experience administering FMLA/OFLA Workers Compensation and ADA in connection with employee relations and progressive discipline.
  • Ability to communicate confidently and effectively verbally and in writing with a diverse group of stakeholders;
