As part of the US & Canada Customs operations team the successful candidate will be responsible for oversite of the day-to day operations of the Foreign Trade Zone. The FTZ Operations Leader should be familiar with sourcing receiving inventory control order processing as well as domestic and export shipping. The FTZ Operations Leader will need to have knowledge and understanding of the Foreign-Trade Zones Board regulations and the Customs regulations and how these apply to and impact the FTZ operations. The FTZ Operations Leader will be responsible to support all aspects of operating a zone and initiatives to streamline the import process and ensure compliance with import regulations.

Job Description

Roles and Responsibilities

FTZ Operations & Compliance: Support the GEHC key point of contact which is the liaison for the FTZ with CBP including support for audits. Manage and audit daily FTZ admissions (CF214) and ensure accurate weekly Customs entries (CF3461/7501). Reconcile inventory records between commercial and FTZ systems; promptly resolve discrepancies. Maintain SOPs FTZ files and ensure record retention in compliance with legal and regulatory requirements. Perform internal audits of FTZ operations and maintain an audit system to verify site compliance. Monitor and report FTZ-related cost savings and operational performance. Use prior experience and acquired expertise to execute functional policy/strategy. Apply professional judgement and focus on execution of activities/provision of advice within an enabling discipline covered by standard functional practices and procedures.

Reporting & Documentation: Prepare and submit periodic FTZ reports including Blanket CBP Form 216 Annual Reconciliation Certification Letters and FTZ Board Reports. Provide quarterly Harbor Maintenance Fee payments and manage payments to FTZ vendors and related fees. Responsible to update and maintain the GEHC FTZ Procedures Manual on file with Customs and the Grantee.

Data Management & Coordination: Coordinate and maintain updated product dataincluding descriptions units tariff codes country of origin licenses and compliance detailsprior to material receipt. Support the maintenance of the FTZ master file and ensure data accuracy through periodic -depth understanding of key business drivers; uses this understanding to accomplish own work.

Cross-Functional Collaboration: Serve as liaison with internal departments and external service providers to ensure FTZ systems and documentation are accurate and up to date. Consult with distribution center personnel on export procedures and documentation -depth understanding of how work of own team integrates with other teams and contributes to the area.

Performance Oversight: Lead key performance reviews and implement corrective actions as needed to ensure continuous improvement and compliance. Leverages technical skills and analytic thinking required to solve problems. May use multiple internal sources outside of own team to arrive at decisions. Use proven interpersonal skills to communicate with direct colleagues and the business about design and coordination services rendered.

Required Qualifications:

  • Bachelors degree from an accredited university or college; or high school diploma/GED with a minimum 3years of experience in customs Foreign Trade Zone processes
  • Ability to communicate (verbal written) in English

  • Experience with tariff classification free trade agreements country of origin determination trusted trader programs bonded facilities management of Customs brokers and 3rd party compliance providers special Customs programs valuation transfer pricing recordkeeping requirements auditing procedure testing trade management systems
  • Demonstrated ability to work effectively in a cross-functional global team environment
  • Ability to energize develop and build rapport at all levels within the organization
  • Proven ability to execute multi-task and deliver on commitments
  • Global trade management systems experience
  • Six Sigma Green Belt or Black Belt certified
  • Oracle order management experience
  • Licensed Customs Broker preferred
