POSITION SUMMARY:
This position is responsible for providing oversight of the Elko County School Districts special education programs. This position also serves to facilitate the program placement of eligible children coordinate programming with other agencies assist in early childhood programming coordinate the allocation of resources assist with parent support supervise and evaluate itinerant staff personnel and dialogue with the Nevada Department of Education regarding early childhood issues. Additionally this position functions as the responsible administrator for the English Language Learner Program throughout the Elko County School District. This position is directly responsible to the Assistant Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Provide leadership supervision and direction to staff assigned to support the special education programs.
- Supervises the Districts psychological speech and gifted and talented staff.
- Ensure access to equitable service delivery at all locations.
- Oversee the provision of prevention and interaction services to allow students with disabilities to become successful in general education.
- Provide leadership in determining best practice instructional models for students with disabilities.
- Ensure the receipt of all services required pursuant to the Individual Education Program (IEP).
- Plan and implement continuing professional development opportunities for teachers parents and administrators.
- Prepare and administer a budget to address student needs in cooperation with the Superintendent/designee and Department of Business Services.
- Responsible for compliance issues and provide necessary support to remedy the non-compliance.
- Coordinates the Districts special education self-monitoring and State monitoring activities.
- Design and implement effective special education service delivery models.
- Collect data to support progress based on benchmarks for student success and evaluate program delivery models.
- Select assign evaluate and supervise the early childhood education teaching staff and support personnel assigned to Early Childhood.
- Implement and maintain Elko County School District policies and procedures as they relate to early childhood education.
- Anticipate possible interagency concerns and respond on behalf of the District to affect resolutions.
- Prepare and administer budgets for the Early Childhood Special Education Program and any related early childhood grants.
- Assist early childhood teachers in the implementation of early childhood programs in preschool and kindergarten levels.
- Provide in-service training and technical assistance regarding procedures and instructional techniques.
- Assist in the identification and placement of eligible children and coordination of appropriate related services for involvement in the early childhood programs.
- Coordinate the early childhood programming as required under the Individuals with Disabilities Education Act (IDEA) and the state standards for special education.
- Facilitate the allocation of resources in support of early childhood programs.
- Establish and implement parent involvement programs.
- Coordinate Extended School Year (ESY) services for early childhood students.
- Direct community-based early childhood sites and manage building operations.
- Coordinate early childhood programming within Title I schools.
- Provide leadership supervision and direction to staff assigned to support the schools in the education of English language learners.
- Assist with the research of current language acquisition issues and best practice instructional practices.
- Create working relationships between the English Language Learner Program and other departments schools parents and the community.
- Ensure equitable service delivery at schools regardless of location.
- Oversee the provision of services to schools to allow English language learners to become successful.
- Ensure the receipt of all services required.
- Plan and implement continuing professional development opportunities.
- Work cooperatively with the Compliance and Monitoring Office regarding compliance issues at the school level and provide necessary support to remedy non-compliance.
- Collect data to support progress based on benchmarks for student success and evaluate program delivery models.
- Prepare English Language Learner Program Department reports for federal state and local education agencies.
- Implement in-service and professional growth opportunities for assigned staff.
- Coordinate the identification selection or deletion of supplies and equipment for the English Language Learner Program Department.
- Supervise and evaluate the performance of assigned staff.
- Attends all regular meetings of the Board of Trustees and prepares such reports for the Board of Trustees as may be required by the Superintendent.
- Perform other duties related to the position as assigned.

- Ability to demonstrate skills in diplomacy judgment leadership problem solving and accountability.
- Knowledge of identification evaluation and instruction of second language students.
- Advanced knowledge of personnel matters school operations budgets and parent and community involvement.
- Strong interpersonal communication and negotiation skills both oral and written.
- Ability to analyze and apply data.
- Ability to lead direct and supervise assigned staff in a professional and sensitive matter.
POSITION REQUIREMENTS:
- SCHOOL ADMINISRATION BACKGROUND:
- An earned masters degree from an accredited college or university.
- Must possess or be able to acquire a Nevada school administrative endorsement.
- A valid drivers license that allows the applicant/employee to legally operate a motor vehicle in Nevada.
- Have previously demonstrated at least three (3) years of successful licensed teaching experience and at leastthree (3) years as a contracted school-sitePrincipal in an accredited K-12 public or private school.
- Such other qualifications as the Board of Trustees and/or Superintendent may specify.
PREFERRED QUALIFICATIONS:
- Working knowledge of IDEA Title I and District Special Education procedures.
- Working knowledge of District English Language Learner Program
- Demonstrated skills in planning organizing and coordinating programs and instructional activities.
- High level of self-confidence initiative and self-direction.
- Excellent interpersonal skills organizational skills and communication skills.
