Job Summary

Job Summary/Basic Function:

Oversee the Parking & Transportation units. Supervise parking enforcement and collection activities ensuring proper staffing proper and consistent enforcement and collection practices to ensure quality customer service to all campus partners and guests.

Campus Security Authority: This position is identified as a Campus Security Authority (CSA) per the federal law known as the Clery Act. Per this law the employee is required to report any crimes that he/she becomes aware of the Clery Compliance Officer. Additionally CSAs are required to complete annual training prescribed by the Clery Compliance Officer.

This position is not eligible for VISA Sponsorship.

This position is not eligible for remote/hybrid work schedules.

Boise State Universitys Department of Public Safety is responsible for more than people addition to university Security our team includes the universitys Emergency Management Department Transportation (Shuttle buses and the Cycle Learning Center) and Parking and Integrated Security Technology. Level Scope:

Provides immediate supervision to a unit or group of operational or technical employees. Sets and delegates day-to-day tasks to achieve operational objectives. A portion of time may be spent performing individual tasks related to the unit; however supervisory activities must constitute a primary part of the job. Supervises unit operations to ensure compliance with departmental or campus policies procedures and defined internal controls. Problems typically involve a single area process or constituent group. Ensures accountability and stewardship of campus resources (operational financial and human) in compliance with departmental standards and procedures.

Essential Functions:

Oversee bike and scooter share systems including vendor management deployment and response to user feedback.
Manage the Bike Index and related registration programs providing communication access and support for registrants.
Supervise Bike Barn usage cleanliness and maintenance to ensure a safe and welcoming facility.
Support and enforce Policy 12170: Pedestrians and Bicycles Skateboards and Other Personal Conveyance Vehicles.
Lead bicycle clean-up efforts including abandoned bike collection and impound management.
Manage the Bike Help communication channels to respond promptly to inquiries and concerns.
Serve as a liaison between mobility services and campus partners to coordinate programs and resolve issues.
Oversee the bicycle infrastructure budget and ensure effective resource allocation.
Act as a visible campus ambassador for mobility programs by educating users on safe riding and parking reporting issues in real-time collecting ridership data conducting bike counts and organizing mobility-related events.
Plan organize and promote events such as May in Motion Ridetober Ride Bright Bike to Work and safety clinics.
Coordinate the installation and maintenance of bicycle infrastructure including racks fix-it stations and signage.
Collaborate with communications staff to create and distribute educational outreach materials ensuring alignment with university brand standards.
Develop and teach safe cycling courses and diversion programs for policy or ticket violations.
Build and maintain community partnerships with external agencies and organizations including ACHD Commuteride City of Boise Shared Mobility workgroups Lime Micromobility COMPASS active transportation and Valley Regional Transit.
Provide ongoing strategic oversight program management and daily responsiveness to ensure effective campus micro-mobility operations.

Public Safety Standard Employee Responsibilities
Ensures customer service for the entire Department and campus community.
Engages in Departmental problem-solving for organizational issues; makes recommendations for Department efficiency and advancement.
Plans and coordinates a variety of special administrative projects and assignments.
Renews job knowledge by reading professional journals participating in education opportunities and belonging to professional organizations.
Represents the Department and the Division in select working groups committees and partnerships both internal and external to the University.

May perform other duties as needed.

Knowledge Skills Abilities:

Ability to communicate information and ideas effectively.
Knowledge of relevant equipment policies procedures and strategies to promote effective operations for the security of people and property.
Ability to use relevant information and individual judgment to determine whether events or processes comply with laws regulations or standards.
Attention to detail and accuracy in program monitoring policy application and data reporting.
Knowledge of transportation and mobility practices including bicycle e-scooter and pedestrian planning principles.
Familiarity with local state and federal regulations affecting micro-mobility accessibility and campus transportation.
Ability to analyze and interpret data from vendor platforms usage reports and incident logs to support decision-making.
Proficiency with relevant software systems such as GIS transportation management tools or vendor dashboards.
Ability to exercise discretion when dealing with confidential matters and information.
Knows the Department its employees and how the department functions.

MinimumQualifications:

Bachelors Degree or equivalent experience.

Valid drivers license.

Preferred Qualifications:

Bachelors degree in Urban Planning Transportation Planning Public Administration Environmental Studies or a related field.
Two or more years of professional experience in either transportation planning/mobility program coordination/policy data analysis/reporting stakeholder engagement or a League Cycling Instructor (LCI) certification.

Salary and Benefits:
Salary range is $49732.80 to $51812.80 annually and is commensurate with State University provides a best-in-classbenefits package including (but not limited to):
