Were seeking an experienced IT Project Managerto help bring this vision to this crucial role you will work on systems that provide vital information fiscal services and policy support to all state agencies higher education institutions the Legislature and the Governor. These systems support applications that provide fundamental information for financials budgets allotments legislative and financial impact analysis human resources payroll and collective bargaining on behalf of the Office of Financial Management and the Office of the Governor. You will lead efforts to keep these systems and applications operational as well as efforts to build new functionality that improves the effectiveness and efficiency of these systems and applications.
As an IT Project Manager youll contribute to the success of the new statewide ERP (Workday) system by developing project schedules and work plans for implementing all the changes necessary to the enterprise applications to migrate the current functionality into Workday.

Duties
What you will work on
- Lead plan and control multiple projects and sub-projects for implementing an Enterprise Resource Planning (ERP) application for OFM.
- Identifyand manage impacts to Legacy applications as the ERP is rolled out in phases by creating several sub-projects and working with diverse business lines technologies and teams.
- Manage change risk and quality management processes throughout the projects lifecycle includingidentifyingand escalating risks to theOneWateam whenappropriate.
- Coach and mentor agile teams to ensure projects deliver the desired outcomes and benefits.
- Provide project management services such as status projection and budget/spend reporting total cost of ownership assessment leading meetings driving projects/tasks to completion tying actions to metrics such as hours project goals and organizational strategy managing governance and gateways and accepting responsibility for project teams performance.
- Provide leadership consultation and oversight to the project team members and stakeholders throughout the project.
- Develop all the required project documentation including but not limited to plans to manage the project integration scope schedule cost quality resources communications risk procurement change and stakeholders.
- Identifythe needed resources (contractors staff and technology)and work with resource managers to assemble project teams.
- Assign project team members responsibilities and tasks set project performance expectations and create accountability within the team to the project and each other.
Qualifications
Required Qualifications:
- Project Management (PMI Standards): Solid working knowledge of PMI frameworks (PMBOK) and application of project management methodologies. Proficient in managing all phases of the project life cycle initiation planning execution monitoring/controlling and closeout for projects of moderate complexity or impact.
- Agile Project Management / Agile Delivery: Working knowledge of Agile frameworks (Scrum Kanban SAFe etc.) and how to apply them to information technology projects. Proficient in facilitating Agile ceremonies such as sprint planning reviews and retrospectives for a development or support team. Ability to apply Agile principles to improve team collaboration communication and delivery within defined project scopes.
- ERP Implementation & IT Systems Integration: General understanding of enterprise systems such as ERP and their impact on business processes (finance HR procurement etc.). Familiarity with data conversion integrations testing and phased deployment processes. Ability to coordinate with technical teams and subject matter experts to ensure proper transition from legacy systems and continuity of business functions
- Strategic Thinking and Problem Solving: Ability to manage project scope schedules and deliverables to achieve strategic business objectives.
- Interpersonal & Leadership Competencies: Excellent relationship-building skills across team members stakeholders and leadership.
- Governance and Compliance: Understanding of state-level governance structures approval gates and compliance reporting.
Desired Qualifications:
- Project Management Professional Certification or formal Project Management coursework or similar training (minimum of 72 hours of project management education or training).
- Bachelors degree in computer science public administration business management project management or a related field.
- PROSCI or similar certification in Organizational Change Management.
